Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position functions as an on-site manager of the information technology environment within the institution. Responsibilities include planning, developing, acquisitioning, implementing and maintaining microcomputer and local area network (LAN) based systems, and lead worker responsibilities over lower level technical staff. This includes developing/ acquisitioning of applications/software, operation and maintenance of network and microcomputers, conducts formal and informal training to lower level technical staff and users, information technology support and analysis, and installing microcomputers, printers, peripherals, operating systems, and other software and hardware necessary for these systems. This position ensures the continued network access to off and onsite servers, mainframe computer, and LAN based systems for the Department. This includes installing network peripherals and software, monitoring network availability and maintaining communications with vendors and other Department technical staff. This position oversees and provides support and training for the daily operation of the applications and equipment that is a part of the systems used by this Department.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conduct analysis studies of present methods, applications, objectives and all pertinent data, followed by the acquisition and/or design of improved applications using information technology equipment and techniques. Applications design includes reducing processes to a series of logical steps and writing instructions for the executions of those steps to enhance and achieve economical solutions to meet the management and operating objectives using information technology equipment capabilities and personnel resources.

Analyzing and gathering data about current methods, applications objectives, operating costs, work volumes, report requirements, external applications influence and similar factors that are taken into account during system analysis/design and document the data in a manner suitable for analysis using data flow diagrams, tables, graphs, narratives, etc.

Establishing and defining priorities of information technology projects and providing guidance, technical training and assistance to lower level information technology staff in computer system design techniques, system methodologies, developmental tools, and policies and procedures.

Developing of strategic plans for the most timely and organized transition from the existing process/system to the new. Monitoring the effectiveness of user operations, and maintaining communication with Departmental and other agency technical staff, users, vendors/contractors and others to identify and resolve systems deficiencies by effectively communicating technical issues.

Consulting with managers and users to discuss software and hardware needs, assessing existing software and hardware, specific problems and objectives, and preparing technical specifications for the acquisition of information technology software, hardware, and services.

Determining priorities of long-range improvement plans for the topology or logical design, physical design, installation, maintenance, training, and user support.

Troubleshooting, testing and analyzing network and system malfunctions using diagnostic utility programs and test equipment to resolve hardware and software problems. Managing coordination and implementation in the resolution of network problems and failures to ensure responsive and satisfactory service levels are established and maintained.

Investigating, analyzing, and resolving end-user security and resource access control issues. Conducting research into undocumented problems.

Establishing and maintaining the user environment through the creation of individual and group accounts, setting up and regulating shared directories and groups, and developing security for the system by using group and individual permission levels.

Implementing, maintaining, monitoring, and enforcing network security measures and systems and security audit reports. Auditing the security event logs to determine security violations and take appropriate action on findings. Monitoring security policy and procedures for the protection of computer assets, confidentiality and data integrity.

Supporting connectivity for the local network systems by configuring and managing servers, installation of varied peripherals and printing mechanisms, and cable testing and terminations. Installing, maintaining and upgrading software related to the LAN including the setup of servers and workstations, network operating systems, and application software. Replacing or add computer components and/or making internal system or hardware adjustments as appropriate.

Modifying and maintaining maintenance of physical database including database storage structures and database objects ensuring that appropriate links exists and that keys are established to provide processing efficiency and security.

Monitoring the effectiveness of user operations to identify and rectify problems/system deficiencies.

Maintaining file backup and recovery systems for the purpose of replacing damaged or corrupted user and system files and databases.

Developing and implementing standards and procedures applying technical automated procedures and specifications guiding access and use of network resources instructing users in the use and functionality of network hardware and software.

Assisting higher-level Departmental information technology specialists in the design, acquisition, installation, operation, and maintenance necessary to support the LAN environment. Scheduling contractor services and assisting and monitoring contractors in providing services and equipment in accordance with specifications.
