The Parole Staff Technician 2 is responsible for providing clear and concise direction to the DOC field supervision staff and institutional staff, the Pennsylvania Adult Probation Department officers and staff, offenders and their family and other members of the public on the ICAOS Rules to ensure compliance with the Interstate Compact and Department of Corrections' procedures. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Enforces the federally mandated rules and regulations of the ICAOS. Analyzes and interprets Pennsylvania county and other states’ court orders, sentencing orders, parole orders/certificates, pre-sentence investigations, police reports and various other case material to confirm offender identity, criminal history, offense grading, address at the time of the offense and at the time of sentencing. Reviews sex offender evaluations and treatment recommendations for Megan’s Law compliance. Utilizes the Interstate Compact Offender Tracking System (ICOTS) extensively to communicate decisions, make requests and manage activities related to assigned caseload. Educates and provides direction to the various agencies, outside entities and members of the public through oral and written communication regarding Interstate Compact rules, laws, procedure and offers technical assistance to reach case resolution. Provides on site, written and oral assistance and education related to ICOTS. Provides technical assistance to ICOTS end users. Resolves log-in issues and trouble shoots functionality errors that arise for the end user. Reviews and interprets ICAOS Advisory Opinions and incorporates any Compact rule amendments into their duties, communications and daily workflow. Maintains various quality controls to prepare and execute critical follow up on various ICOTS activity and warrants. Develops and implements new training curriculum and assists the Deputy Compact Administrator (DCA) and/or supervisor with trainings and workshops for county adult probation officers and DOC employees. Reviews DOC and ICOTS monthly reports along with Excel spreadsheets to initiate any written and/or oral communications to maintain control of pending action required on a case. Requests specific documentation from various entities to ensure the integrity of the case and to ensure the case proceeds within the strict timeframes and deadlines established by the Interstate Commission. Investigates numerous Interstate databases to research and evaluate information pertinent to the case to determine or confirm identity, eligibility, violations and warrant status. Educates outside entities on the rules of the Interstate Compact while offering direction and technical assistance to reach case resolution. Researches and analyzes correspondence received via fax, e-mail, ICOTS notifications and mail to formulate case directions that are compliant with the Compact rules and DOC procedures. Navigates the Administrative Office of Pennsylvania Courts (AOPC) database to locate and examine criminal cases to determine status within the Criminal Justice System. Accesses the National Crime Information Center, Commonwealth Law Enforcement Assistance Network, PA Justice Network and National Law Enforcement Telecommunications System. Investigates, analyzes and interprets criminal records to identify convictions, warrants, detainers, Protection from Abuse orders or sexual offenses utilizing these law enforcement computer networks. Develops and communicates recommendations to their supervisor regarding new and innovative ways to utilize time and resources to enhance daily workflow and productivity. Provides direction to clerical staff in their duties to ensure proper action is taken related to case processing. Provides input into the performance review of clerical staff. Independently processes and manages an extensive caseload of incoming other states cases being supervised by the Department of Corrections’ under the terms of the Interstate Compact. Analyzes each case from the initial request through the expiration of the maximum sentence date or until the offender returns to the sending state. Utilizes court documentation to calculate and verify an offender’s minimum and maximum sentence date to ensure Interstate Compact eligibility. Reviews all ICOTS "managed activity" and various "unmanaged activities" for quality assurance and Interstate Compact compliance. Analyzes requests for Return Reporting Instructions received in ICOTS from the field staff. Reviews the request for eligibility and compliance with Compact rules. Assists the field in obtaining a return address for the offender as needed. Analyzes requests for Reporting Instructions received in ICOTS from the sending state. Reviews the request for eligibility and compliance with Compact rules. Establishes the date and location of when and where an offender must report in Pennsylvania and transmits the instructions accordingly. Reviews Transfer Request received in ICOTS for Compact compliance. Analyzes all documentation to determine the merit of the request and verify eligibility. Independently rejects a Transfer Request received in ICOTS based on any Compact violation, lack of eligibility or merit per the Compact rules. Creates and transmits the Reply to Transfer Request rejection in ICOTS. Reviews Replies to Transfer Requests received in ICOTS to ensure compliance with the Interstate Compact and validity. Invalid rejections are discussed orally or in writing with a supervisor along with a summary of reasons. Valid rejections are referred to a supervisor and valid acceptances are rendered by the technician in ICOTS. Examines Violation Reports Requiring Retaking and Addendums received in ICOTS to ensure compliance with the Interstate Compact. Develops an independent course of action and submits a written analysis justifying the reason for mandatory retaking of an offender for violations requiring retaking or a felony or violent crime conviction. Analyzes Probable Cause Hearing reports received from the Hearing Examiner. Submits the findings to the sending state via ICOTS. The review and submittal of these results is a high priority. Provides clear case direction to DOC supervision staff based upon the Response to Violation Report received in ICOTS. Determines if the response is compliant and if mandatory retake of the offender is required by the rules. Analyzes and reviews all Progress Reports received from the field staff for compliance with Compact rules and submits the activity in ICOTS. If necessary, the activity is returned to the field staff with a detailed description and explanation as to what information is required. Makes independent decisions on cases until the sentence maximum expiration date has been reached or the offender returns to the sending state either voluntarily or due to violation proceedings. Reviews all Case Closure Notices received in ICOTS and researches appropriate databases to determine if other sentences are still active and if the file can be archived. Otherwise, employee directs DOC supervision staff to maintain supervision. Analyzes incoming ICOTS requests from other states regarding authorization to close supervision interest. Directs and educates DOC supervision staff on how to properly close supervision interest and complete associated ICOTS activities. Monitors the receipt of the sending state’s approval and acts on any denied requests to close. Analyzes a monthly report of Other States' Violators detained in PA State Correctional Institutions. Thoroughly researches NCIC, AOPC, ICOTS and various DOC databases to ensure case integrity, proper offender movement and Compact compliance. Utilizes NCIC to verify the presence of a fully extraditable warrant from the sending state. Communicates with the PA Department of Corrections’ Records Specialists to ensure a warrant confirmation has been initiated. Facilitates oral and written dialogue between DOC supervision staff and other state’s Compact Offices and various law enforcement databases in order to resolve complex Interstate Compact issues relative to the supervision or transfer of an offender. Performs required duties to determine if DNA is on file in Pennsylvania or if an offender meets the eligibility for DNA collection based on prior PA criminal convictions or adjudications as outlined in Act 147-2018. Performs other related duties as assigned by the employee’s supervisor as the need arises. Must obtain required hours annually of job-related training. Requirement Profile: OTHER-Technician is a certified end user of the ICAOS automated computer system termed ICOTS. |

The Parole Staff Technician reviews and analyzes incoming requests for transfer to PA. They must decide if requests to transfer are Interstate Compact compliant and if the plan should be submitted for investigation. The technician determines if the offender meets the mandatory requirements for transfer. The technician must decide when it is appropriate to reject a transfer request based upon Compact rules. The technician decides how to properly resolve challenging issues related to the transfer and supervision of an offender. All request for reporting instructions are reviewed to decide whether or not to issue an offender reporting instructions to PA. The technician must decide if a violation meets mandatory retake requirements and how the retake must occur to make the response to violation Compact compliant. The technician decides if and when a case can be closed. |
