Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position provides professional work in the review and analysis of fiscal activity for over 2000 entities participating in the federal Child Nutrition Programs (CNP) to ensure compliance with federal and state regulations. CNP includes the School Nutrition Programs (SNP), Child and Adult Care Food Program (CACFP), and Summer Food Service Program (SFSP). This position will primarily focus on analyzing the fiscal activity of the CACFP and SFSP.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Demonstrates thorough knowledge of USDA and other federal regulations and state law as it relates to fiscal operations of the CNP.

Reviews and assesses compliance with federal regulations, which includes the review of financial/accounting documents, as well as documents that impact federal and state reimbursement.

Reviews and analyzes the financial viability documentation provided by entities interested in participating in the CNP.

Reviews and analyzes budget and fiscal portions of management plans of CNP sponsors as they are submitted annually or updated for compliance with regulations related to fiscal management, allowable and unallowable costs, allocation methodologies, internal controls, non-profit operating status, and financial viability.

Examines and analyzes financial documents of CNP entities and evaluates for appropriate use of funds in accordance with federal regulations.

Performs analysis of financial transactions, financial statements, and reports to determine the accuracy of accounts. Determines if expenditure of funds is in conformance with federal regulations.

Discusses complex and sensitive matters with section manager and/or division chief.

Issues written corrective action plans to sponsors.

Reviews audit or financial related reports conducted by outside agencies or internally.

Research background and general information on the organization, activities to be examined, as well as any entities that the CNP organization conducts transactions with.

Works with program managers to review non-compliance issues and ensure consistency within the specific program area. Interprets and applies federal regulations.

Assists supervisor with researching and developing training materials and resources for review by section manager.

Coordinates and communicates with staff on an ongoing basis to ensure consistent messaging of requirements and expectations for documenting requirements as it relates to financial management and as financial management overlaps with program operations and procurement.

Stays abreast of changes to federal regulations, guidance, policy and state law as it pertains to the fiscal operations of the CNP. Recommends policy and procedure solutions to supervisor.

Provides technical assistance to CNP sponsors as it relates to CNP fiscal operations. Demonstrates strong customer service skills and ability to translate technical financial management expectations to various skill levels.

Develops reports upon request.

Participates in the development and testing of IT solutions.

Assists supervisor to ensure training materials are kept up to date and in alignment with federal and state regulations.

Provides training to staff and sponsors as it relates to CNP fiscal activities.

Assists section manager and direct supervisor with fiscal activities associated with operation of 8 Child Nutrition Programs as needed.

Performs other duties as required.

Travel as necessary for trainings or review of documentation.
