Position Purpose:

This position provides professional work in the review and analysis of procurement processes, procedures and contracts of sponsors participating in the Child Nutrition Programs in Pennsylvania. This totals over 2,000 sponsors participating in the School Nutrition Programs, Child and Adult Care Food Program and Summer Food Service Program. Procurement reviews are equitably distributed to Administrative Officers in this section.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Responsible for interpretation and administration of USDA’s Procurement Review.

Reviews and analyzes the processes and procedures used by sponsors participating in the federal Child Nutrition Programs (CNP) to determine compliance with applicable federal, state, and local procurement requirements.

Examines sponsor level expenses to determine which vendor contracts will be selected for an in-depth analysis of contract language and components to determine if the sponsor is in compliance with all applicable procurement requirements. This includes the review of basic financial/accounting data, allowable and unallowable costs. In depth analysis of contract components and financial data is done in conjunction with or elevated to the Administrative Officer 2 and/or Accountant 4.

Elevates unique, complicated, or sensitive matters to the Administrative Officer 2 and/or Accountant 4.

Creates and implements processes and procedures that establish an efficient workflow. Evaluates and updates existing processes and procedures on an ongoing basis, particularly as new USDA regulations or guidance is released, to ensure they provide for efficiently meeting the federal requirements. Researches procurement related processes and procedures utilized by other State Agencies in the CNPs. Discusses results with Administrative Officer 2 and/or Accountant 4.

Reviews emails and documentation from sponsors providing requested information for the procurement review and evaluates the provided information for completeness. Saves emails and documentation to appropriate SFA folders.

Participates in workflow process meetings with Administrative Officer 2, section manager, other management, and division chief as necessary.

Interprets and applies 7 CFR, 2 CFR Part 200, School Code, Generally Accepted Accounting Principles, etc. to review contracts, procedures, financial documents, etc. Interpretation and application of new regulations or guidance is through discussions with Administrative Officer 2 and section manager.

Communicates with CNP sponsors (food service directors, business managers, chief administrators, superintendents, owners, etc.) regarding request for information, questions, and clarification. Conducts conference calls with necessary parties as needed. Develops communication specific to the topic being discussed. Written communication is circulated through the Division’s approval process.

Completes required USDA forms that demonstrate review of CNP procurement process at the local level.

Assesses compliance with federal regulations and guidance as related to procurement. Writes corrective action when CNP sponsors are determined to be out of compliance with applicable federal, state, or local procurement requirements. Corrective action provides specific instruction to CNP sponsor that will assist with bringing the CNP sponsor into compliance. Sensitive and/or complicated reviews are completed in conjunction with Administrative Officer 2 and/or elevated to Accountant 4.

Provides on-going technical assistance support program sponsors as it relates to procurement regulation, policy, or guidance utilizing appropriate customer service strategies.

Reviews and analyzes the corrective action plans submitted by CNP sponsors. Approves or requests additional information or clarification.

Assists Administrative Officer 2 with review of Food Service Management Company contracts (original and renewal contracts) during periods of high volume and as needed. Applies general procurement knowledge to the specific process used for reviewing and approving Food Service Management Company contracts.

Provides training and technical assistance of federal and state procurement requirements.

Assists in developing training materials and resources as necessary to assist CNP sponsors with understanding procurement requirements. Uses designated technology to track due dates and deadlines.

Participates in IT design sessions for the development of technology related to procurement reviews.

Assists section manager with activities associated with the oversight of local level fiscal operation of CNP sponsors. This includes assisting with review of budgets, financial reports, assessing non-profit status and allowable and unallowable costs, pre-approval of equipment purchases, paid lunch equity, food service management company contracts, etc.

Assists Administrative Officer 2, Accountant 4 and/or coworkers with special projects, as assigned.

Conducts other duties as necessary.
Travels as necessary on a limited basis.
