Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Directs the PHRC Educational Initiative, aligning it with the PHRC Strategic Plan. Leads the Education and Community Outreach Office, ensuring compliance with the PA Human Relations Act (PHRA) and the Pennsylvania Fair Education Opportunity Act (PFEOA). Develops and directs programs and initiatives aimed at ending discriminatory practices and promoting diversity and multiculturalism at all levels within education. Develops and recommends educational programs, technology, techniques, and practices to achieve these goals. In all initiatives, ensures compliance with the PA Human Relations Act and the PA Fair Education Opportunity Act and ensures that the objectives of the Executive Director and the agency are being achieved. Makes speeches, conducts presentations and training, and organizes/coordinates seminars and workshops for educational leaders, community organizations, and other stakeholders regarding equal opportunity in education. Provides technical assistance to educational administrators, private industry executives, local human relations commissions, citizens' councils, ethnic groups, and other stakeholders to ensure compliance with the PA Human Relations Act and the PA Fair Education Opportunity Act. Develops and conducts studies and surveys to promote human relations programs and aid in finding ways of resolving and responding to tense racial, ethnic, and religious situations within educational institutions and communities. Conducts legal research and provides advice regarding discrimination issues within educational institutions. Makes recommendations for and implements rules, regulations, policies, and procedures within the PHRC as they pertain to education. Reviews and provides input on proposed legislation that has an impact on education. Coordinates with the PHRC regional directors, advisory councils, local human relations organizations, government officials, and business and community leaders to promote programs and activities that prevent and resolve problems within communities and educational institutions. In consultation with the executive director, develops and implements a Commission training and outreach program. Supervises staff members of the Education and Community Outreach office. Chairs the PHRC Task Force. Develops and directs education and community services programs to be implemented in the Regional Offices. Develops and directs the development of training programs for agency staff and the public on new initiatives, processes, and techniques. Develops and oversees the PHRC Educational Initiative in accordance with the PHRC Strategic Plan. Develops and implements education objectives that align with the Commission’s Strategic Plan, including the establishment of a training and development institute. Participates as an active member of the Strategic Planning Development Committee and supports the Commission’s strategic plan. Represents the agency in hearings, investigations, and administrative proceedings as needed. Oversees select school districts’ compliance with conciliation agreements. Manages multiple projects and initiatives simultaneously, with full oversight responsibility for assigned areas such as, but not limited to, local human relations commissions and advisory councils. Performs related work as assigned. Travel as required. |
