Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a supervisor of licensed and trained automotive and diesel mechanics that perform a variety of analytical, preventative maintenance, and repair duties on a fleet of construction equipment, trucks, automobiles, and hand tools. The Equipment is powered by gasoline or diesel engines. Hands on direction is provided for the repair and maintenance of hydraulic, electrical, heating, cooling, and exhaust systems, and manual and automatic transmissions. The employee oversees Diesel Mechanics, who perform state vehicle inspections and oversight is provided on the completion of work orders, time charged to repairs, and reports on all equipment accidents or damage.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Plans, schedules, and provides direct supervision of a variety of analytical, troubleshooting and repair duties for a variety of construction equipment and hand tools powered by gasoline or diesel engines with hydraulic, electrical, heating and cooling, manual and automatic transmissions, exhaust, and drive train systems. Supervises performance of state vehicle inspections and quality assurance results for assigned pieces of equipment. Makes work assignments to mechanics, completes equipment work orders, reviews parts and time charges for accuracy and correctness. Reports all equipment accidents or damage immediately.
Supervises, directs and assists mechanics to identify difficult equipment problems by using diagnostic test equipment and procedures to determine and verify type and repair method needed. Directs special or unusual repair methods to be used and ensures specialized tools, equipment or parts needed are available. Supervises repair of motorized hand equipment such as chainsaws, compressors, jackhammers, tampers, hand mowers and trimmers, routers, patching machines and heating kettles. Assists in identifying training needs and help secure appropriate technical assistance; reports any missing or broken equipment as it is noted.
Ensures garage repair facilities are maintained in clean and safe condition by requiring use of proper safety procedures and protective equipment. Creates and encourages awareness of work area conditions and initiating proactive accident and injury avoidance measures. Reports all personal injuries immediately when they occur and ensure proper treatment to minimize risk of further injury.
Carries out the full range of supervisory duties and responsibilities including planning, assigning, monitoring, and reviewing work. Provides and schedules training. Approves leave, evaluates performance, handles grievances, conducts initial investigations and resolves complaints. Supervises Tradesman Helpers, Welders, Semi-Skilled Laborers and other employees assigned to the shop area in the maintenance and repair of equipment and attachments.
Purchases parts and equipment used in the operation of a full service repair and maintenance facility. Requests shop-related maintenance items such as sanding disks, air tools, drop lights, etc. and maintains adequate inventory to ensure project schedules are met.
Follows proper attendance and call-off procedures. Schedules non-emergency absences in advance; observes start/stop times, breaks, and meal times; works efficiently and effectively alone and with others; is available for overtime emergency responses; and minimizes non-productive and down time for self and crew.
Demonstrates repair techniques on equipment to other subordinates. Assists Diesel Mechanics in making major repairs to equipment. Maintains equipment records.
Implements the environment protection requirements of maintenance work activities performed by the employees. Also fulfills the environmental management requirements designated for this title in environmental training programs.
Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives.
Attends environmental training designated for this position in the District’s SEMP Manual for Sound Environmental Practices.

5. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership.

6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After-Action Reviews (AARs). Enforce accountability.


Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.


Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. The incumbent must determine appropriate repairs to be made to equipment and direct the workforce to carry out those repairs. The incumbent evaluates the skill level of the subordinate staff and makes recommendations on required training and opportunities for overall performance improvement.

Experience:

Must hold a valid “TYPE 7” or TYPE 4” State Inspection License. In order to supervise and participate with employees who test drive assigned equipment, the incumbent must also hold a PA Commercial Driver’s License (CDL) or equivalent Class “B” or Class “A” with the air brake restriction removed, and, at minimum, Incidental Use (IU) certification for all fleet equipment to be maintained by the incumbent. Once licensed and certified, the incumbent must maintain all required qualifications for equipment and must be entered in random testing pool of all Department CDL operators for drugs (marijuana, cocaine, amphetamines, narcotics, and PCP) and alcohol.
