The Licensed Psychologist Director is responsible for administrative direction of psychological services at Clarks Summit State Hospital. Supervision, general and direct, is exercised over psychological services staff. The employee’s performance is reviewed for conformance with acceptable psychological principles, practices, techniques, and Agency/OMHSAS/department/hospital policy by the Director of Social and Rehabilitative Services. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Specific Duties Include (but are not limited to): Plans, organizes, and directs work within the Psychology Department by developing periodic reviews, goals, prioritizing projects, and assigning, reviewing, and evaluating subordinate work efforts in order to ensure availability of quality psychological services. Ensures that Psychological Services are offered in a sufficient amount and quality manner that supports / addresses consumer specific needs. Assigns coverage for group programs when Psychology Staff are off duty and conducts programs when needed. Coordinates the psychological services program with other disciplines and integrates new policies and procedures and community and/or academic affiliation outreach into existing and/or new programs. Oversees academic agreements for psychology students on rotation at CSSH. Maintains current knowledge of CMS / DOH regulations and ensures compliance of Psychological Services. Assures that the Psychology Department meets all quality improvement standards and is integrated into the total hospital wide quality improvement program. Consults with psychiatrists, physicians and other professional personnel concerning diagnostic, evaluation, and therapeutic programs. Coordinates Psychological services with other disciplines, assigning Psychology staff as part of the unit interdisciplinary treatment team. When assigned and needed, provides direct care for patients in areas of assessment, psychological testing, counseling, etc. Oversees, assesses, monitors and, if needed, develops behavior plans and behavior support plans for patients. Establishes the clinical competencies and privileges of psychologists and recommends same to the facility’s Credentials Committee. Develops and implements policies and procedures by interpreting and applying professional standards in order to provide quality services. Serves on various committees, including but not limited to Policy and Procedure Committee. Performs related work, as required. Specific sub-tasks include: 1. Approves / denies requests for leave from work ensuring adequate staffing to meet consumer psychological service needs. 2. Monitors the clinical and treatment needs of the patients in the hospital as a whole and provides suggestions for improvement of care, new programs and/or modifications of existing programs. 3. Assigns and conducts Psychological Testing. 4. Serves as participant for the Multidisciplinary Intellectual Disabilities Team. 5. Provides administrative supervision of assessments and patient services of reporting staff. 6. Formally reviews reporting staff’s performance at least semiannually and annually through Mid-Point Progress Reviews and Employee Performance Reviews. Conducts interim EPRs and work plans as needed. 7. Develops, modifies, or changes job descriptions, performance standards and A.D.A. statements. 8. Monitors and controls employee absence through sick leave usage and work-related injuries to reduce costs and ensure adequate staffing. 9. Conducts monthly department meetings. 10. Develops and conducts presentation at Hospital Wide Orientation. 11. Stays current with MANDT and CPR ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES: 1. Knowledge of the application of psychology to individual and group behavior. 2. Knowledge of mental illnesses and disabilities, their symptoms, treatment and social implications. 3. Knowledge of the principles and methods of psychological research and experimental design as applied to the field of psychology. 4. Knowledge of the standards and ethical principles of the practice of professional psychology. 5. Knowledge of the principles and methods of administration and supervision. 6. Ability to supervise licensed professional staff in the administration of a psychological services program. 7. Ability to interpret and evaluate varied psychological data, prepare reports of findings, and develop and implement recommendations. 8. Ability to communicate effectively, both orally and in writing. 9. Ability to establish and maintain effective working relationships with patients/clients/inmates, departmental and facility personnel, and the general public. 10. Ability to plan, develop, organize, implement and promote psychological services programs. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Example: Experience using Java; Professional Engineer License Experience: REQUIREMENTS PROFILE: Experience: One year as a Licensed Psychologist Manager; or Two years as a Licensed Psychologist, MH or a Psychologist one year of which must have been in a supervisory or administrative capacity, or two years of experience as a licensed professional psychologist in the treatment of inmates or individuals with mental illness and/or intellectual disability, one year of which must have been in a supervisory or administrative capacity. NECESSARY SPECIAL REQUIREMENT: Possession of a PhD or Psy.D. in psychology and a current license to practice psychology as issued by the Pennsylvania State Board of Psychology or possession of a current license to practice psychology as issued by another state with licensure requirements acceptable to the Board.
