An employee working in this job will have statewide responsibilities focused on assisting with the planning, development, and implementation of programs and projects primarily related to the natural resource aspects of aquatic environments in state parks. Work involves enacting strategies and prescriptions for these state park projects and program areas. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The person in this position will have duties in the following areas to be carried out directly and through the facilitation of support from colleagues, collaborators, and contracted vendors: Aquatic Resource Service Areas Assist in developing, recommending, implementing, and evaluating projects to manage nuisance, invasive, rare, threatened, or endangered aquatic species, with special emphasis on aquatic plants, in order to achieve habitat, recreation, and park operational objectives. This includes consideration for the appropriate utilization of integrated management approaches and coordination of activities such as the voluntary launch steward program, boat wash stations, herbicide applications, and physical removals. Assist in developing, recommending, implementing, and evaluating projects to facilitate the management of excess sediment to achieve desired habitat, recreation, and park operational objectives. This includes considerations for dredge site, dredge material, and disposal site conditions necessary to discern project feasibility when developing and implementing appropriately scaled projects. Assist in developing, recommending, implementing, and evaluating projects to manage nutrient loads in order to allow controlled water systems to meet their intended uses. This includes working directly in waters and their watersheds to determine the feasibility of management practices such as chemical applications for nutrient inactivation, aeration, and watershed best management practices to make improvements in expected water conditions. Assist in developing, recommending, implementing, and evaluating projects that improve habitat conditions in aquatic environments for specific organisms of interest such as desirable waterfowl, secretive marsh birds, amphibians, fish, and turtles. Assist in developing, recommending, implementing, and evaluating projects with outcomes to reduce or eliminate conflict between park needs and nuisance wildlife, adverse watershed discharges, and other pressures that do not align with state park operations. This includes working with resident Canada geese, nuisance beaver activity, spills, climate change pressures, and land uses with adverse water impacts. Communications Assist with the interpretation of policies, priorities, and goals of aquatic resource projects for park staff and others. Review and prepare letters, reports and correspondence. This includes for signature by others within the organization in response to public inquiry, inquiry by the state legislature, and general business relations. Steward relationships with organizations such as Department of Environmental Protection, Department of Agriculture, Fish and Boat Commission, Game Commission, U.S. Fish and Wildlife Service, and Army Corps of Engineers. Serve as a representative in coordinated efforts such as the Governor’s Pennsylvania Invasive Species Council and Pennsylvania Lake Management Society. Assist with developing and finalizing public communication tools related to park aquatic resource service area work areas such as social media posts, signs, data dashboards, fact sheets, manuscripts, and public speaking presentations. Attend and participate in meetings, conferences, and technical trainings as a representative of the Bureau. Review, propose, and provide comment on relevant legislation, bureau policy, rules, procedures, and guidelines. Finance Assist with developing and recommending budget needs for park aquatic resource service area work. Assist in completion of purchasing and procurement processes to find suppliers, prepare contracts, receive goods and services, and confirm payments for park aquatic resource service area work. Assist with monitoring and reporting on aquatic resource service area funds, revenues, and expenditures for alignment with budget needs. Assist in coordinating, executing, and supporting engagements required for identified supplemental funding sources such as grants related to park aquatic resource service area work. Human Resources Coordinate and facilitate assistance for the execution of park aquatic resource service area work from colleagues, volunteers, collaborators, and contracted vendors. Prepare and deliver trainings on program and project specific subjects for field staff and others. Trainings include teaching participants how to direct the operation, maintenance, and park relevance of activities. Participate in internal and external trainings and professional communications for topical updates and attaining and maintaining necessary certifications. This includes certified applicator licenses for general, parks and schools, and aquatic pesticide application. Operations Assist in performing data collection and mapping work utilizing electronic devices and mapping applications (GPS, GIS). Assist in developing, implementing, and maintaining plans for lake management that guide the prioritization and coordination of work necessary so that sites can be optimally operated for their intended uses. This includes defining site specific goals, measures, and objectives for park utilization. Assist in developing, submitting, and coordinating applicable permit applications, environmental reviews, proposals, and other technical materials for aquatic resource service area project implementation. This includes administering the Bureau’s statewide NPDES pesticide permit. Inventory, manage, and maintain durable and nondurable resources for field use including, but not limited to, the operation of equipment such as an airboat, outboard motor watercraft, herbicide application equipment, and dredging equipment. Acquire and maintain certifications, clearances, and licenses for service area work performance including cardiopulmonary resuscitation (CPR) certificate, First Aid Certificate, Pennsylvania Boating Safety Education Certificate, and Pennsylvania Pesticide Applicator Certification in core, aquatic, and parks/schools categories. Adhere to the mission, goals, policies, and rules of the Bureau of State Parks. Perform on-site visits to state park facilities throughout Pennsylvania. Perform related work as assigned by the supervisor, including assisting with aquatic resource project surveys and field studies. |
