Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an administrative position that is located at Torrance State Hospital - SRTP Program. The incumbent in this position may be assigned to represent SRTP in the mental health and legal systems in the State of PA. The Human Services Program Rep 1 maintains knowledge and understanding and adherence to requirements for operations of a Pennsylvania Act 21, its services, programming and therapeutic environment to promote compliance and conformance with all applicable statues, laws, regulations, guidelines and/or standards or pronouncements/resolutions intended for similar purposes established by the Federal, State or Local government, the legislature, accrediting, certifying, licensing, inspecting, and investigating entities.
This position acts as a court liaison representing the hospital with the various county court systems throughout PA.


Description of Duties:

The incumbent in this position is required to demonstrate the following skills and perform the following duties and responsibilities as part of the ongoing evaluation of the aspects of care from Torrance State Hospital, counties, county corrections and the judicial system.

1. Develop and maintain a database to track all resident court hearings to ensure no hearings are missed.
2. Coordinate with SOAB to request, receive, scan, and distribute all resident court orders; ensure orders are up to date and properly filed in the EHR, medical records, and shared systems.
3. Coordinate with the Clinical Director and counties to prevent overlapping hearings.
4. Post and coordinate staffing for court hearings, working with nursing to award trips based on overtime allowances.
5. Work with counties to arrange Sheriff transport for review hearings or when staffing is insufficient.
6. Ensure Sheriff transport is arranged for Magistrate hearings when required.
7. Order state vehicles for resident transport.
8. Coordinate with dietary services to ensure meals are ordered for court days.
9. Ensure appropriate transport orders are entered into the EHR.
10. Arrange bi-annual cuff and shackle training for staff and maintain training records.
11. Provide staff with accurate addresses and directions prior to court hearings.
12. Attend court hearings when necessary.
13. Coordinate and attend criminal court hearings, including arranging additional staff escorts.
14. Arrange attorney calls as needed.
15. Request Teams/Zoom links for the Clinical Director or Executive Director to testify or attend hearings.
16. Coordinate with local magistrates when residents receive charges and attend hearings as appropriate.
17. Collaborate with the Clinical Director and counties to determine testimony needs.
18. Serve as the primary liaison with counties regarding court-related commitments.
19. Coordinate with local jails or SCI when residents are incarcerated.
20. Develop Level 5 outpatient treatment plans, coordinate approvals, obtain signatures, and ensure proper documentation and distribution.
21. Send walk approval letters to the courts.
22. Contact the county when any violations occur.
23. Coordinate next steps and hearings when a resident is violated from Level 5.
24. Maintain and regularly update county contact lists, including judges, solicitors, district attorneys, SOAB members, public defenders, and court administrators.
25. Work with PA SORNA-Megan’s Law to ensure compliance with registration regulation.
26. Arrange and coordinate SOAB interviews.
27. Work with the clinical director, SOAB and Clerk Typist 3 to ensure that the monthly and 10-month reports are sent and received by the county.
28. Any other court related duties that may not already be listed.
29. Maintains contact with probation officers, judges, Megan's law registry's in accordance with legal parameters.
30. Notifies supervisor immediately of issues.
31. May run some court related readiness groups.
32. Assist and set up any court ordered second opinions.
32. Maintain certification of CPR and Crisis Intervention which is currently MANDT.
33. May need to attend JCJC meetings with Executive Director or Clinical Director when appropriate
34. Prepares a report and attends the Act 21 Board Meetings related to update on hearings
35. Provides orientation training about the ACT 21 law
36. Maintain certification of CPR and Crisis Intervention which is currently MANDT.
37. Participate in monthly SOAB calls
38. Attend Management meetings to update management staff about hearing or issues

If this is not clearly known, supervisory guidance is to be obtained. Some identified decisions will remain with the SRTP Executive, Nurse Manager, COO, Clinical Director and/or Chief Executive Officer. This position reports directly to the SRTP Executive Director or designee.

Overtime must be approved through the supervisor or the Director

Essential Functions

 2. Maintains and updates related files, logs, tracking records, contacts, etc
 3. Computer skills including proficient use of Microsoft Word and Excel
 4. Provides consultation to SRTP, SOAB, JCJC, court staff and OMHSAS staff as appropriate
 5. Ability to communicate in a comprehensive manner, both orally and in writing
 6. Develop corrective actions plans as needed
 7. Receive and maintain certification in basic and advanced crisis intervention techniques, currently MANDT
 8. Receive and maintain certification and competence in CPR.
 9. Demonstrate knowledge and application of DHS/TSH/SRTP regulations, policies, and procedure, Megan's law and the Act 21 law.
