Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position serves as administrative and clerical support to Pennsylvania Liquor Control Board’s Regional Operations. Incumbent performs various clerical duties that support the regional office and assigned district in the management of Fine Wine and Good Spirits locations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Ensures timeliness, accuracy, and takes action on all EPARs-Electronic Position Action Request, disciplinary actions, Recommendations for Promotion, Recommendations for Leave without Pay, extension of probation requests, Requests for Transfer, performance evaluations, and all other related human resource management matters.

Maintains store’s wish lists.

Distributes performance evaluation reminders to all store personnel in district. Ensures that forms are thoroughly and correctly completed, and processed and returned in a timely and accurate manner.

Gathers and assembles all supporting documentation for disciplinary actions. Record notes for disciplinary meetings and prepare memo for signature. Check for previous relative disciplines. Type Letter of Reprimands and requests for discipline and present to District Manager for review and signature. Scan and submit to Regional Manager. Follow up to ensure all signed copies are returned and submit to Labor Relations and copy appropriate parties.

Supplies store personnel with all forms needed for the hiring of a new employee. Verifies the forms are completed correctly.

Receives and replies to all correspondence from Central Office, Regional Office, Store personnel, legislators, union representatives, and vendors.

Assists with automotive changes.

Types memos for store hour changes and forwards them to the appropriate personnel in Central Office and Regional Office.

Maintains an appointment calendar for the District Manager. Arranges appointments and
interviews.

Tracks leave for all full-time employees. Verifies that a PLCB-2458 was completed and approved by the District Manager.

Ensures all quota requests are forwarded to the Bureau of Store Operations, Store Administration Division.

Assists the District Manager in the preparation of information and presentations for store personnel.

Assists the District Manager in the hiring of all 135 employees. Requests approval for filling positions and maintains hiring certs from Civil Service. Contacts the potential new hires and completes necessary paperwork for new hires. Requests background checks for applicants.

Schedules interviews for promotional candidates and completes related paperwork.

Assists the District Manager in the scheduling of all employees. Verifies that all stores have adequate help to cover vacation time. Contacts seasonal employees to inform them of which store(s) they will be working at assists the District Manager in the scheduling of all store personnel, routinely and in emergency situations.

Enters Good Receipts for a variety of items including trash and recycling contracts, snow removal, and parking meter bag contracts and maintains post office boxes for store subscriptions. Creates and completes Mastercard coding and reconciliation forms.

Reviews all travel reports when forwarded, verifies the correct mileage and dates and forwards to the District Manager for approval.

Types, reviews, and distributes various letters, memos, reports, forms and lists.

Prepares and runs reports for Regional Managers and District Managers.

Assists the Training Division (TMOD) in the scheduling of training sessions.

Maintains various office files as required.

Assists in annual SECA program for district.

Opens incoming mail each day.

Throughout the day, checks email messages and takes any necessary action.

Answers telephone and handles calls on various subjects from stores, Regional Office and Central Office.

Assist store personnel in contacting appropriate offices in Central Office and maintains answers to frequently asked questions regarding FMLA/SPF, pay and time and attendance, and health insurance plans.

Operates computer, fax, and copier. Continues to upgrade knowledge in use of equipment.

Routinely orders supplies from postage stamps to office chairs for all stores through current state contracts. Maintains a state Purchasing Card to track receipts to aid the clerical supervisor in Regional Office.

Supplies nametags to employees in the district when necessary.

Maintains records for a minimum of 3 years and shreds all outdated information and files as necessary.

Maintains the physical appearance of the office and performs other duties as required.

Support Regional Office as needed under direction of Regional Manager

Performs other duties as necessary.
