Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for advising the Secretary of Education and the Department’s senior team related to libraries in the Commonwealth. The Deputy Secretary engages in highly responsible professional library and administrative work directing and improving library services in public, school, academic and special libraries. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides advice and counsel to the Secretary of Education on pending legislation that could affect the state’s libraries and recommends new legislation or regulations to achieve statewide library program goals and objectives. Develops department policies and goals for statewide library programs and services. Oversees the Office of Commonwealth Libraries, Bureau of State Library and Bureau of Library Development. Plans, directs, and coordinates the development, expansion, and improvement of library services and programs. Promotes and supports cooperation among libraries in the state for the purpose increasing services and resources. Promotes and demonstrates library services throughout the state which are consistent with state and federal library objectives. Oversees the allocation and administration of federal and state funds for libraries to maintain and improve existing services and programs. Convenes conversations with institutions of higher education and professional development organizations to establish priorities on the training of librarians and library staff. Conducts studies of library problems throughout the state, recommends solutions to the Secretary regarding the issues and makes the findings available to all libraries. Serves as a member of various boards and represents the Secretary of Education at meetings with the legislature, Commonwealth agencies, and other entities. Performs related work as required. |

Determine short and long range plans to be developed to support library services and improvements. Determine impact of pending legislations on the Commonwealth’s libraries. Determine studies to be conducted to assess the impact of current library services and plan for development of library services to respond to emerging and future needs. Recommend solutions to issues facing public, school, academic and special libraries and library support organizations. Determine appropriate improvements to the services of the State Library of Pennsylvania and the work of the Bureau of Library Development. |

Example: Experience using Java; Professional Engineer License Experience: A minimum of ten years of experience in professional library work including seven years in a supervisory or administrative capacity with an academic, public, school, or special library, or a professional library organization and Master’s degree or fifth year degree in library science, from a program approved by the Department of Education or accredited by the American Library Association OR an equivalent combination of experience or training Preferred requirement: Understanding of state government and/or experience working in a complex or large organizational environment.
