Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Specialist 2 – Under the direction of the Training Unit, develops, revises and implements necessary training based on standardized plans established by Central Office to support the UC Service Center. Participates in the development and administration of follow-up evaluations, as well as After Action Reviews for delivered training.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Independently collaborates with the other service center training managers and the Training Unit. As such develops, reviews and revises course outlines, lesson plans, audio-visual materials, exercises, evaluation tools and handout materials to respond to changes in UC law, policies, procedures and technology. Develops individually and with other team members standardized UC training presentations, courses, how-to guides, and course materials, following established procedures and Training Unit sanctioned templates for such. Conducts research with other staff members, including service center personnel, as needed to ensure training is timely and procedures are efficient. Actively participates, independently and collaboratively in the creation and maintenance of an overall UC Training Library (virtual) on an established shared drive.

Facilitates and delivers training (either personally or using available resources, such as on-site supervisors) employing a variety of delivery methods including lectures, hands on activities, one-on-one training, paper and pencil activities, and videoconferencing, as well as web-based exercises/presentations. Actively searches for creative venues to deliver required training in light of reduced and diminished resources, such as time, money and personnel. Delivers training in classroom and on-the-job settings, as appropriate.

Regularly coordinates with supervisors and management staff in the service center to determine areas of deficiencies and identifies possible causes of such issues to include, staff performance, ineffective procedures or policies, or technological difficulties. Takes initiative to document learning and performance problems and discusses potential issues with the Head of Training. Makes recommendations for modifications to not only the Training SOP (owned by the Central Office Training Unit), but also local office SOP’s as needed and requested by service center management staff.

Independently conducts training needs’ assessments (outside of those mentioned above) to ensure programmatic training needs of the service center are met. Meets with service center management and supervisory staff to determine the need for new or revised training programs and courses. Responsible to take initiative to recommends development or revision of training programs and courses as necessary to meet UC goals and objectives to the Training Unit. Reviews training needs assessment results with OUCSC central office and with other service center training managers. Actively participates in the development of a comprehensive annual (on-going) training plan for the service center that identifies specific UC knowledge and job skill subjects, projected timeframes and potential numbers of participants per subject area.

Works closely with the site administrator and operations manager to review projected hiring needs and develop training plans for II’s and examiners. Participates in the interviewing and recommending selection of applicants. Advises the Head of Training when service center staff tasks them to do projects and provides a weekly summary of activities to the Head of Training.

Tracks and maintains various training program and course documentation within their respective service centers. Enters training records into the designated database, prepares reports of training conducted and identifies staff requiring mandated and recommended training. Coordinates with OUCSC Training staff to schedule new managers and supervisors for mandated training. Works closely with OUCBP staff to identify potential training requirements for TRA and other specialized technical training.

Participates with OUCSC central office, service center management and contracted staff to assist in the development of training program policies and procedures which would implement technology changes such as, enhancements to Genesys applications, upgrades to Windows software. Delivers technical training as required to achieve and maintain OUCSC goals and standards.

Plans, delegates, and reviews work of II’s and examiners during the 6-week initial training period; establishing priorities and timeframes for completion of work; providing guidance to staff on complex problems; coaches for improved performance ; approving and denying leave; Evaluates employee performance through the development of interim and probationary EPR’s, using methods of Knowledge Checks, and call monitoring evaluations completed using the STAR program. Works closely with supervisors to monitor progress and performance. Resolving complaints or grievances and taking necessary disciplinary actions.

Recommends and develops training guidelines in support of UC program policies and procedures to ensure consistency, quality, efficiency and effectiveness in the delivery of UCSC programs. In doing so, brings issues and questions from the service center as a result of these policies to the Training Unit with possible recommended courses of action or clarification of procedures.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information.

Work is assigned primarily by the Head of Training in regards to training priorities and by the Site Administrator and/or Operations Manager(s) in regards to daily operational requirements. Acts as a supervisor in the absence of other service center management staff and as designated by the Site Administrator and/or Operations Manager(s). Individual identifies areas of deficiencies and develops plans to correct or resolve them. Must be able to work independently and given a high degree of latitude in making decisions and using their best judgement without requiring approval from the Head of Training.
