Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position plans, organizes, and directs health care service programs for the Department of Corrections (DOC) State Correctional Institution (SCI) at Benner Township.

Description of Duties:

Coordinates and monitors the provision of contracted and non-contracted health care services including in-patient and out-patient treatment. Monitors the delivery and documentation of care to inmates to ensure continuity of quality practices in a safe, secure, and therapeutic environment. Reviews, documents, and reports all health care service activities to the Deputy for Centralized Services. Advises the Bureau of Health Care Services (BHCS) and the Deputy Superintendents of any changes, needs, programs or issues to be addressed that will improve the overall medical health care delivery system.

Performs the full range of supervisory functions over a team of professional, technical, and clerical staff to effectively administer health care service programs. Provides guidance and direction to nursing staff in the application of the nursing process (assessment, diagnosis, planning, implementation, and evaluation). Directs Nursing Supervisory staff in the planning, implementation, and evaluation of staffing studies and patterns according to the acuity of care and individualized needs.

Ensures adherence to all policies, procedures, and standards of the DOC and Certifying/Accrediting Agencies. Ensures that all American Correctional Association (ACA) standards and training requirements are met. Monitors the development and implementation of clear and measurable Nursing Standards of Care and Standards of Practice and Ensures that practices are consistent with the Commonwealth of Pennsylvania’s Nurse Practice Act and Nursing Standards. Ensures appropriate implementation of infection control practices.

Investigates, analyzes, and processes incident, accident, infection and patient/inmate abuse reports.

Participates in the formulation, administration, and monitoring of the medical department budget.

Participates in annual management reviews of health care services, and develops appropriate plans of actions to address discrepancies.

Develops and coordinates medical department requirements and involvement in all emergency and/or disaster contingency plans with the Contract Administrator, the Medical Director and the Deputies for Centralized Services and Facility Management.

Performs other related duties as assigned.

Work is performed independently under the general direction of an administrative supervisor and is evaluated for program effectiveness through conferences, reports, and observation of general health and welfare of the inmate population.
