Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This employee in this position will serve as the supervisor of the Air Toxics and Risk Assessment Section in the Division of permits, which oversees modeling and air quality risk assessment activities for the Bureau of Air Quality (Bureau). The Environmental Group Manager will assess the potential and direct air quality impacts of air pollution emissions from air contamination sources in the Commonwealth. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews, analyzes, and comments on dispersion modeling submitted by the owner/operators of air pollution sources in the permit review process to determine validity of modeling results with respect to monitoring air quality concentrations and conclusions reached from such analysis. Organizes and supervises the activities of professional air quality modelers providing air quality and meteorological services to the Bureau and the Department of Environmental Protection. Conducts and interprets ambient air quality modeling and assists with regional ambient air modeling in support of State Implementation Plan revisions and demonstrations of attainment of the National Ambient Air Quality Standards. Evaluates and comments on models and their possible application to air quality dispersion models for prediction of pollutant dispersion patterns. Coordinates with Federal and state agencies in matters relating to air quality modeling and related meteorological programs. Reviews and prepares comments on proposed rules, regulations, policies, procedures, air-quality standards and legislation for potential impacts on the air quality modeling and meteorological program. Represents the Bureau, as assigned, on committees of the Mid-Atlantic Regional Air Management Association, Ozone Transport Commission, Mid-Atlantic Northeast Visibility Union and National Association of Clean Air Agencies. Responds to requests from private industry, the public, regional personnel or other governmental agencies, providing information on ambient air monitoring. Prepare reports requested from the public, industry personnel, environmental consultants, and local, state and federal staff. Provides technical advice on ambient air modeling to legal counsel and compliance specialists and, when necessary, provides testimony in Environmental Hearing Board and Court proceedings. Assists in the development of statewide air toxics guidance to establish health-based air concentration thresholds for new and modified sources and associated permit requirements at the state level for industrial categories. Prepares and presents training for the regional air quality staff to implement the guidance. Uses risk assessment screening models and assists bureau meteorologists when more extensive modeling is needed. Evaluates plans and permit applications for complex air quality risk assessment proposals, which may include communicating directly with staff of regulated facilities or their hired consultants to identify and resolve issues or developing statewide policies. Assists in the implementation of EPA’s Title III Air Toxics regulations as part of Pennsylvania’s air quality permitting program. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across the DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Manages the permitting workload by analyzing Power BI data and other tools to assess the status of pending permit applications. Takes appropriate measures to process permit applications timely and consistently with standard operating procedures while preventing a permitting backlog. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. The Environmental Group Manager receives work assignments primarily from the Division Chief. Projects are assigned with broad, general instructions. The Environmental Group Manager will assign duties and responsibilities to implement the federal Clean Air Act, PA Air Pollution Control Act and regulations adopted under the acts. Consults with the Division Chiefs, Regional Program Managers and Bureau Director, as appropriate, on complex issues including interpretation of statutes, regulations and policies. Decisions that impact other Divisions within the Bureau, other Bureaus or regional offices within the Department or federal, state and local agencies require the Division Chief’s and Bureau Director’s concurrence. |
