Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The person in this position is responsible for the implementation and development of the Department’s Statewide Continuous Emission Monitoring Systems (CEMS) Auditing Program. The employee performs a variety of duties to implement the Commonwealth’s rules and regulations relative to auditing and certification of CEMS that are required to be installed, operated, and maintained by owners/operators of affected sources. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The person in this position performs advanced professional work in air pollution control by performing the following: 1. Conducts training and technical supervision in the CEMS auditing activities. 2. Conducts technical review of Relative Accuracy Test Audit (RATA) test protocols and test reports submitted by the owners/operators of companies or consultants and corresponds with the facility representative concerning the results of the review. 3. Coordinates observations and observes performance tests conducted by the owners/operators of facilities. Compiles reports of the observations, and outlines the deficiencies observed during the testing, if any, and the corrective measures taken to rectify the problems 4. Assists with technical evaluation of companies’ CEMS monitoring plan applications. 5. Conducts CEMS Level 2 Field Systems Inspections Audits to verify compliance with the Department’s rules and regulations. 6. Communicates with company representatives via teleconferences, email, and in-person meetings to discuss CEMS quality assurance requirements and testing and procedures 7. Represents DEP in meetings with company officials, and the public regarding DEP rules, regulations, policies, and procedures. 8. Conducts CEM Workshops for the owners/operators of facilities and DEP Regional Office personnel. 9. Troubleshoots and develops the CEMDPS*Online Application. 10. Develops the technical portion of Department verification and performance test reports. 11. Promotes and exemplifies the Department’s Mission, Vision, and Values in all aspects of work performance and professional conduct. 12. Advances DEP’s strategic priorities through collaboration, commitment to data-driven decision-making, delivery of high-quality customer service, and active participation in modernization and continuous improvement initiatives. 13. Inputs, maintains, and updates data in prescribed formats to meet data quality standards established through guidance, training, policy, and procedure across all DEP electronic data systems. Responsibilities include ensuring the accuracy, completeness, consistency, and integrity of all entries, as well as utilizing available system tools and validation processes to minimize duplicate records and data quality issues. 14. Complies with all applicable laws, regulations, policies, procedures, guidance, and training requirements related to assigned duties and DEP electronic data systems. 15. In conjunction with the supervisor, participates in knowledge management and knowledge transfer efforts by identifying key aspects of assigned duties and proactively sharing knowledge with other employees to support continuity of operations and organizational effectiveness. 16. Develops, maintains, and annually updates a comprehensive desk manual documenting essential duties, standard operating procedures, workflows, system processes, key contacts, reference materials, and other critical operational information necessary to support continuity of operations and effective knowledge transfer. Employees are responsible for ensuring desk manuals remain accurate, current, and accessible in accordance with Department requirements. The individual proceeds independently, formulating detailed plans of work and carrying them out to completion. The work is reviewed to determine whether the assigned tasks and program requirements are fulfilled. They must consult with the Section Chief on complex issues including interpretation of statutes, regulations, and policies. Decisions that impact other sections, divisions, the Bureau, or Department must be discussed with and approved by the Section Chief, Division Chief and Bureau Director as appropriate. |
