Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This is a professional position that provides consultative engineering services to the NPDES Permitting Division in DEP’s Bureau of Clean Water. The position provides advanced technical support for the implementation of NPDES permit programs under Chapters 92a and 102, including but not limited to the implementation of water quality standards for point source discharges, technology-based controls required by state and federal regulations, and best management practices for stormwater-related discharges. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides expert engineering advice and explanations to DEP management, program staff, the regulated community, and public officials. Researches new and emerging technologies and practices for the management and treatment of wastewater and stormwater and provides recommendations for implementation in the NPDES program. Performs modeling and computations necessary to support technical recommendations. Serves as an agency liaison with the federal government, state and interstate agencies and commissions, and professional organizations on controversial and strategic issues in the NPDES program. Participates in technical workshops and meetings on behalf of DEP. Serves as the agency’s contact with the federal government, other states and commissions, the academic community and professional organizations on controversial or strategic NPDES program issues. Develops and maintains custom water quality models, including WQM 7.0 and the Toxics Management Spreadsheet, for use by DEP staff and the regulated community, using Access or Excel with Visual Basic object-oriented programming. Conducts research to determine the state of the art principals of water quality modeling and makes recommendations for changes to DEP management. Develops and implements training plans to educate DEP staff and the public on important NPDES permitting topics including but not limited to water quality modeling, whole effluent toxicity, chemical additives, combined sewer overflows, Concentrated Animal Feeding Operations (CAFOs), pesticides, and post-construction stormwater management. Develops training plans and methods in order to introduce new concepts or techniques to agency engineering staff. Conducts studies into the feasibility of changing permitting procedures, processes, or standards in response to changes in technology, administrative direction, or funding. Conducts studies into the feasibility of changing engineering operating procedures, processes, or standards in response to changes in innovative technology, administrative direction, or funding in the NPDES program. Develops and maintains guidance documents and standard operating procedures related to NPDES permitting, implementation of water quality standards, and technology-based treatment requirements for wastewater and stormwater. Provides technical support to regional staff and the public regarding the use, underlying principals, and correct application of DEP-developed water quality analysis models. Provides technical interpretation of how DEP policy is applied by the models. Develops and maintains spreadsheets, databases, and other applications using engineering principles, equations and algorithms to implement water quality criteria, anti-degradation, and other permitting considerations for use by DEP technical staff and the public. Serves as an expert witness in hearings and court actions involving DEP concerning technical engineering matters related to agency projects or programs. Assists DEP regional office staff with the technical review of complex NPDES permit cases as requested. Complies with established policies and technical and administrative Standard Operating Procedures. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Performs other duties as assigned. |

Decides the content and format of written reports, presentations, training, and correspondence for presentation to upper management, the federal government, legislators, the regulated community, special interest groups, the public, DEP staff, and other agencies. Work is reviewed periodically and upon completion to determine if goals and objectives have been met. |
