Position Purpose:

The Director of the DGS Capital Programs’ Bureau of Capital Projects Design manages the design phase of the Capital Programs’ capital projects portfolio by focusing upon the continuous improvement of design process efficiency, nurturing a human-centered environment and ensuring an exceptional Client Agency experience. The Director must exhibit a passion for details and demonstrate the ability to manage a complex and diverse Client Agency portfolio within a fast-paced organization that prides itself on customer service and innovation.

The Director contributes to the Department’s objectives by:

Leading Bureau personnel to identify and implement continuous design process improvement initiatives to reduce overall design cycle time while increasing delivery within budget and design phase schedule;

Embracing and demonstrating a human-centered approach to governmental functions;

Ensuring Bureau personnel are empowered to manage 3rd party designers to deliver timeless design through diligent, innovative and responsive decision-making in accordance with Departmental values, processes, methods and tools;

Working cross-functionally with the Director of the Bureau of Construction, the Director of the Bureau of Project Planning & Procurement and other Departmental personnel to ensure that efficient and effective workflows and processes are created and implemented to produce quality projects that meet or exceed the Client Agency’s defined expectations;

Striving to make Capital Programs a trusted partner in our Client Agencies’ business strategy. Ensure superior customer service and satisfaction, while maintaining Departmental values and process flow;

Assist in translating the vision and Departmental direction established by the Secretary into prioritized capital projects consistent with the Governor’s long-term Capital Plan.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Continously evaluate the effectiveness of the Capital project design phase by analyzing existing practices, facilitating cross-functional feedback discussions, and implementing improvements to the design processes to increase the efficiency and effectiveness of capital project delivery with a focus on reduced cycle time and operational excellence.

2. Effectively educate and manage Portfolio Managers and Design Project Managers to ensure operational excellence and empowered decision-making in accordance with the Department’s values and standard work.

3.Observe Program Development Studies (“PDS”) for select projects in the portfolio, including site visits and workshops with the project’s assigned design team and Bureau of Project Planning & Procurement personnel to ensure a complete understanding of the PDS process.

4. Manage Portfolio Managers to identify, develop, implement and monitor standard work throughout the design phase of Capital projects within their assigned portfolio.

5. Support Bureau employees’ professional development while challenging them to reach their highest potential. Strive to achieve and maintain a high level of accountability and engagement throughout the Bureau of Design.

6. Quantitatively analyze process data for all assigned project to identify strategic opportunities as part of the continuous improvement process and track productivity improvements.

7. Survey/solicit and analyze feedback regarding all aspect of the design phase of each project from every Client Agency to consistently improve processes, and standardized work in pursuit of an overall Client Agency satisfaction of 90% or higher.

8. Actively champion design and process improvements to Bureau personnel, throughout the Department of General Services, Client Agencies and the design community.

9. Lead regularly scheduled stand-up meetings with Portfolio Managers to provide senior level support to identify and resolve roadblocks while observing the Assistant Director and Portfolio Managers’ work in progress priorities.

10. Regularly observe Bureau personnel during various design phase meetings at least once a week and by visiting active construction projects several times a year.

11. Create, analyze and communicate the Bureau’s design phase performance to the Deputy Secretary in the manner and frequency established by the Deputy Secretary. Implement and/or provide additional information or follow-up activities as directed.

Making empowered decisions to remedy and resolve any variation to the flow within the context of the Department’s principles, with minimal supervisory intervention.
