Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 20% Receives forensic evidence and Request for Forensic Analysis forms or equivalent from local, state, and federal authorities via mail services and personal delivery to the laboratory. Processes receipt of evidence. Evaluates same to ensure that laboratory submission protocols are met and that the evidence is consistent with that shown on the form. Ensures submitted evidence conforms to all packaging, sealing, identification, and handling protocols. Enters submission information into case management system and ensures all information is accurate and complete. Ensures laboratory conformance to quality system and laboratory accreditation requirements. 20% Stores evidence in temporary or permanent storage areas in accordance with current evidence storage protocols and immediately records storage information in the case management system. Ensures that all evidence is secured in an appropriate storage area (e.g., refrigerator, freezer, evidence locker) according to the type and/or stability of the evidence prior to the close of the workday. Organizes and maintains evidence storage areas in accordance with established laboratory policies. 10% Returns evidence to the submitting agency. Records all custody transactions in the case management system and ensures that the signature of the individual picking up all evidence is recorded. Returns evidence to submitting agencies via mail or other carrier, when necessary. Copies, files and mails laboratory case reports and fee statements based on current evidence return protocols. 10% Prepares documents for payment of purchase orders, VISA, utility bills and other services provided to the laboratory, as necessary. Prepares various weekly, monthly, and quarterly reports (e.g., vehicle mileage, copier usage, etc.). Acquires and maintains sufficient office supplies and equipment to ensure the efficient operation of the laboratory. 10% Copies and distributes the Request for Forensic Analysis to each respective discipline supervisor when multiple forensic examinations are required for the submitted evidence. Ensures that all evidence containers are properly sealed and marked for identification prior to relinquishing them to or receiving them from laboratory staff or the submitting agency. Ensures the transfer of evidence within the laboratory is properly completed and documented. Travels between Pennsylvania State Police laboratories to transfer evidence. 10% Answers the telephone and fields questions from all police agencies in a manner that is consistent with established laboratory policies and procedures. 5% Serves as evidence disposition liaison to local law enforcement agencies, district attorneys, and the court system. Provides necessary forms and other documents needed by submitters to properly handle, package and submit evidence to the laboratory. Destroys evidence in accordance with established laboratory policy and properly documents each item’s destruction. 5% When necessary, types correspondence for laboratory management and staff. Prepares records and Records Transfer List necessary for yearly transfer of records to State Records Center. Maintains the Inventory Control Record file for all laboratory equipment. 5% Performs duties of Subpoena Coordinator for Lima Regional Laboratory by receiving, logging, and evaluating all incoming subpoenas. Provides chain-of-custody testimony in court. 5% Performs related duties as assigned, to include but not limited to those regarding evidence management found in the Bureau of Forensic Services’ Continuity of Government (CoG) Plan when the Department’s CoG Plan is activated. Responds to the designated alternate secondary location when directed in response to a catastrophic incident. |
