Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The position participates in the planning, development, coordination, review and approval of natural resource, recreation, and conservation acquisition projects. The position administers acquisition projects from answering inquiries prior to receipt of applications to the close-out of approved projects and beyond. The position serves as the Project Manager for a variety of acquisition projects administered by the Bureau within assigned geographical areas of the Commonwealth.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the Project Manager for a variety of natural resource, recreation, and conservation acquisition grant projects of various types, funded from various grant programs and administered by DCNR within one or more assigned geographical areas of the Commonwealth.

Manages land acquisition grant projects on a daily basis including responding to requests from applicants, grantees, and managers on the status of project actions and deadlines. Reviews project dada and prepares status and statistical reports.

Reviews and evaluates initial grant applications for eligibility and conformance with rules, regulations, policies, procedures, and guidelines. Review project costs and recommends project funding.

Evaluates grant manual, documents and forms for use in the management of acquisition projects and recommends changes to improve the effectiveness of these as grant review and evaluation tools.

Reviews, analyzes, evaluates, and critiques property deeds, deed restrictions, easements, rights-of-ways, title searches, subdivision plans, topographic maps, description of metes and bounds, boundary surveys, and other documents as needed to determine: deficiencies and provide comment; location and acreage of properties; fair market value estimates for properties.

Reviews and evaluates property appraisals to determine if they meet eligibility requirements, conduct comparisons with appraisals for similar properties or property appraisals in the same area and determines if appraisal represents a fair market value for the property to be acquired. Compares appraisals against requested grant amount and matching criteria and recommends funding level.

Reviews pre-qualified application submissions from Land Trust organizations and recommends approval of eligible projects.

Provides assistance, guidance, and direction to applicants and grantees by telephone, email, correspondence, or in person; and responds to inquiries or refers inquires to appropriate Commonwealth staff or external resources.

Coordinates the formulation, review, and resolution of technical issues of land acquisition grant projects with DCNR staff including attorneys, or other appropriate Commonwealth staff.

May perform inspections or site visits of project sites before, during, and after completion as appropriate. May conduct site visits of completed National Park Service (NPS) Land and Water Conservation Fund (LWCF) development and acquisition grants every five years as required by LWCF Program.

Prepares support material for land acquisition grant amendment submissions.

Participates in the development of the Bureau's grant manual and policies as related to land acquisition. Participates in developing, presenting, and explaining policy changes to the grant program such as: program eligibility requirements, eligible projects, eligible costs, rating and ranking criteria, reporting requirements, documentation requirements, and other factors that affect the management and quality of the land acquisition grant program.

Develops and recommends changes to application forms, payment request forms, documentation forms, and other forms and documents necessary for the proper and efficient management of land acquisition grant programs.

Meets with local government officials, consultants, non-profit organizations, natural resource organizations, special interest groups, private enterprises, and the public to discuss project formulation or to resolve problems with ongoing projects, including the provision of professional and technical assistance.

Implements statewide Community Conservation Partnerships Grant Program pre-application workshops and post-award project meetings.

Prepares and conducts presentations at various conferences and venues regarding natural resource, recreation, and conservation issues related to the grant program and land acquisition.

Provide technical assistance to Executive Offices involving complex land acquisitions on highly visible regional and statewide projects involving multiple Departments and bureaus with outcomes that significantly impact the agency's mission.


Project Stewardship/Conversions:

Researches and reviews change in use, transfer of ownership, control or interest in both the surface and subsurface of property acquired or developed in accordance with the following laws:

Project 70 Land Acquisition and Borrowing Act
Project 500 Land and Water Conservation and Reclamation Act
Recreational Improvement and Rehabilitation Act
Keystone Recreation, Park, and Conservation Fund
Environmental Stewardship Fund
Snowmobile and All-Terrain Vehicle Law
Federal Land and Water Conservation Fund

Researches guidelines as set forth by legislation and Bureau policies and meets with Land Stewardship and Conversion Program Specialist and Land Conservation and Stewardship Section Chief to determine the correct conversion process procedures.

Coordinates and negotiates with state and local government agencies and non-profit officials, land owners, attorneys, and members of the legislative community for approval of the actions required for conversions.

Performs special projects or other assignments as directed by the Section Chief, Division Chief, or Bureau Director.



Decision Making:

Reviews grant applications for completeness, adherence to established guidelines, and technical standards. Reviews estimated costs to determine if they are appropriate, accurate, complete, and eligible for grant reimbursement. Identifies technical deficiencies with applications and how they can be corrected or mitigated. Recommends approval/funding or denial of applications based on review and analysis. Contacts grantees and explains areas of concerns, needed information, deficiencies that need addressed and how they might be addressed or mitigated. Reviews requests for payments and approves or recommends denial based on established guidelines and approved project costs. Reviews amendment requests and recommends approval or denial based on established guidelines. Answers questions from grantees and provides assistance, guidance, and direction. Refers questions or issues involving policy decisions, controversial issues, unusual issues, politically sensitive or unique issues to the supervisor and/or division manager for final decision-making with an analysis of the issues, a recommended course of action, possible consequences of approval or denial, and justification for the recommended action. Renders decisions on a daily basis involving grant activities and conversion resolution following established guidelines.

Experience:

Knowledge of the principles and objectives of recreation, parks, and natural resource conservation management.

Knowledge of the organization and administration of federal, state, and local government pertaining to recreation, parks, and natural resource conservation project planning, development, and implementation.

Knowledge of social, political, and economic factors impacting recreation, parks, and natural resource conservation planning.

Knowledge of environmental and ecological processes impacting recreation, parks, and natural resource conservation planning.
