Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Develops, implements, administers, and monitors statewide level marketing, education/outreach, and communication tasks related to the Bureau of Women, Infants and Children (WIC). Promotional and education/outreach strategies include but are not limited to: print materials and translations, videos, displays, mass media, special events, such as the Farm Show and Public Health Week, incentive items, and the Bureau of WIC website. Develops grant proposals for the United States Department of Agriculture (USDA) as opportunities arise for education, outreach and/or networking initiatives. Secures contractor bids, prepares contract language and budget for projects, monitors and tracks deliverables, and prepares federal grant progress reports. Assures that all education, outreach and/or networking products developed by contractors are completed in a timely manner and of high quality to support WIC’s reputation of being one of the nation’s most successful nutrition intervention programs. Conducts periodic needs assessments; determines appropriate target populations and messages that are culturally diverse; develops and implements State Agency program goals and objectives and identifies the most feasible marketing strategy to reach program goals; monitors and evaluates outcomes of outreach initiatives through the use of a variety of system and other data reports, WIC Hotline Report, contractor reports, documentation and surveys; documents accomplishments through periodic reports and analyzes findings as a part of ongoing program evaluation and modification. Develops the annual Education, Outreach and Networking Plan Guidance for Local Agency WIC contractors. Through on-site or virtual visits and telephone, provides technical assistance to contractors on prioritizing education, outreach and networking goals for their service area when developing their annual education, outreach and networking plan. Reviews and approves education, outreach and networking plans, printed outreach materials, and mass media initiatives submitted by contractors for completeness and compliance with federal regulations and state policies and procedures. Develops and revises state policies and procedures as necessary and provides technical assistance to contractors on interpreting policies. Develops and provides interpretation, training, and technical assistance to Bureau staff and contractors for the following MIS data reports: Race Ethnicity, Trimester of Enrollment, No-Show, Referral Sources, and Referred by WIC. Communicates, and acts as a liaison to state, regional and national organizations, community agencies, and the medical community for the purpose of coordinating plans and services, problem solving and obtaining information. Serves as a presenter and resource exhibitor at statewide conferences, community functions, and meetings. Participates in projects and meetings with associated groups such as the National WIC Association Marketing Task Force and the Pennsylvania Reaching Out Partnership. Plans, administers, and participates in facilitating annual WIC Public Meetings, statewide outreach training events for contractor staff, and the Pennsylvania WIC Association and Statewide Local WIC Agency Outreach Committee. Plans meeting agendas and locations, schedules meetings and ensures timely submission of Sunshine Notices for public meetings; records and edits meeting minutes. Coordinates efforts of Grantee Outreach Committee to take maximum advantage of members’ input for recommended statewide initiatives to improve education and outreach for the program. Develops and coordinates plans for professional and public education, outreach and networking regarding the WIC Program and its internship opportunities. Develops and presents PowerPoint presentations and trainings as requested. Prepares and/or edits articles for the Mid-Atlantic Regional WIC newsletter and other health education newsletters. Prepares press releases and proclamations for special program events. Develops the content of the Bureau web pages and responsible for the accuracy and quality monitoring of the web pages on the Pennsylvania Department of Health website. Serves as gatekeeper for Public Notices, Press Releases and other promotional or informational material to be publicly released. Reviews all education, outreach, networking and other promotional material evaluating grammar, sentence structure and work selections to assure they are accurate and appropriate for the target population. Serves in a consultation role to the Bureau and grantees in creating top notch materials for public consumption. Submits all education, outreach, networking and promotional material for Communications Office review as appropriate. Tracks and monitors the timely processing of all such materials. Carries out the above tasks with a strong commitment to work collaboratively with Division staff and contractors, Bureau of Family Health staff, and Department of Health stakeholders. Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity. Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. |
