Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Electrical Engineer Consultant functions as a staff member in the Department of Corrections, Bureau of Operations, under the supervision of the Chief Engineer. Employee performs a wide variety of electrical engineering duties in support of statewide corrections institutions. This position requires a license as a professional engineer issued in the Commonwealth of Pennsylvania.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Work requires developing solutions to operation, maintenance, design, or construction problems, using electrical engineering principles and methods. Employee represents the Bureau on construction projects contracted to retained professional, licensed engineers; or designed in-house.

Employee assists in advising outside professional engineering and architectural consultants, construction managers, construction inspectors, institution staff, other disciplines within bureau, Chief Engineer, and other agency officials on an ongoing basis for a wide range of construction projects. This includes new construction and modification in all areas such as: security, food services, health care services, plant maintenance, safety, environmental, energy conservation; and building modification to increase functional use and all utility plant operations.

Examples of work: The employee is responsible for reviewing, and preparing all types of electrical engineering designs; this includes: single phase power systems to the most sophisticated 3-phase power systems, power substations, generator systems, telephone and data communications, signal systems (such as fire alarm, access control, security alarm, etc.); and similar systems consisting of all levels of complexity; and creating design drawings and specifications as required for construction projects.

1. Prepares complete design data, specifications, and drawings for construction projects, in accordance with applicable codes, regulations, and sound engineering practices. This includes in-house construction projects, and projects for bidding and award to contractors.

2. Conducts construction project site survey, assembles pertinent data, and prepares report which includes: observation of existing conditions, recommendations, and preliminary cost estimate.

3. Coordinates design efforts with all disciplines within the bureau, institution staff, retained design professionals (if applicable), code officials, and any additional interested parties.

4. Reviews and provides recommendations regarding drawings, specifications, reports, computations, cost estimates, and budget estimates prepared by retained design professionals. As Bureau representative, employee is responsible for attending design review meetings/conferences with professionals, institution staff, and other agencies to discuss resulting conclusions and observations. Ensures project complies with good design practices, applicable codes, Labor and Industry standards, and DOC policy.

5. Reviews and provides recommendations regarding equipment catalog cuts, shop drawings, and samples of materials submitted by contractors/vendors during construction projects.

6. Reviews and provides recommendations regarding proposed changes in construction due to field conditions and/or changes due to errors of omission by the design professional.

7. Provides technical advice and presentation of contract requirements and documents.

8. Develops solutions to design, construction, maintenance, or operations problems which require working knowledge of electrical engineering principles and methods.

9. Conducts investigations into electrical system and engineering failures caused by unusual conditions or suspected faulty designs, and provides recommended solutions or alternatives to resolve problems.

10. Conducts site inspections during construction, emergencies and at the request of the facility to resolve electrical system and engineering problems, determine the compliance to code, adherence to design, adherence to construction contract and standards, and ultimate acceptability of the project by the DOC.

11. Investigates the future electrical needs of the facilities, and makes recommendations in support of long range plans.

12. Reviews scope and cost of contract change orders and Job Order Contracts to determine legitimacy with current construction costs, defined need and to recommend approval/disapproval.

13. Advocates for the Department and facility, based upon technical experience and interpretation of contract documents in situations of dispute at construction conferences, site inspections and latent defects or non-conforming conditions.

14. Provides assistance to the facility maintenance managers in solving electrical engineering field problems and recommends necessary action associated with electro-mechanical, controls and communications systems.

15. Provides technical guidance to other engineering and technical staff and is familiar with the general operation and function of mechanical and plumbing equipment.

16. Provides electrical instruction and support to maintenance staff on troubleshooting, repair and installation of current electrical equipment.

17. Employee is required to advise Chief Engineer on the effects of new technology, or changes to existing policies and standards by identifying the advantages and disadvantages of the engineering methods, practices, and materials.

18. Employee has an extensive depth and breadth of working knowledge or experience with:
a. The standard reference sources regarding the costs, principle applications, and characteristics of materials, fixtures, and equipment used in the design and construction of electrical systems.
b. The UCC codes along with the principles and practices of electrical systems construction and inspection.
c. PA Department of Labor & Industry and PA Department of Environmental Protection codes as they apply to the PA Department of Corrections.

19. Visits to institutions as required to inspect the overall electrical operation and to assist with any electrical changes.

20. This position requires preparation of CAD design drawings, work statements and specifications to support bidding and construction of projects.

21. Performs other related duties as required.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

The immediate supervisor assigns work on a daily, weekly, and monthly basis depending on the scope and size of various projects. The employee provides: reports, calculations, design documents (specifications and drawings), and similar deliverables to the Chief Engineer for review, comment, and approval. Prior to approval, each assigned project is reviewed for its merit, feasibility, and cost.
