Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position manages employment and skill development experiences and provides employment-related counseling to inmates in the Department of Corrections (DOC) State Correctional Institution (SCI) at Smithfield. This position also participates in the duties of subordinate staff consistent with operational and/or organizational requirements. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises and participates in the administration of the Inmate Employment Program. Develops annual objectives and goals for the Inmate Employment Office (IEO). Performs the full range of supervisory duties. Manages, reviews, and provides guidance in the completion of subordinate work assignments. Coordinates and recommends placement in work assignments and vocational/technical training for inmates. Conducts program orientation for new inmates to the facility. Performs intake interviews with inmates to collect employment histories and interests and synthesizes findings with case information and psychological, medical, educational, and other institutional personnel reports to develop training and job placement plans. Ensures provisions are in place for inmates with identified disabilities and/or special needs. Proposes the creation of new jobs and corresponding pay scales. Administers and recommends inmate payroll and compensation systems, ensuring compliance with agency standards and regulations. Audits inmates’ time and attendance records. Provides employment-related counseling to inmates to aid in job adjustment challenges, to answer questions, and to facilitate selection of vocational/technical training and job skill development opportunities. Helps inmates obtain required documents for work assignments as well as re-entry into the community. Documents and reports on inmate population, housing, employment and work assignments, training progress, and other data for treatment plans. Maintains consistent communication with inmate work supervisors. Advises and trains institution staff to facilitate problem-solving, tracking, and changes for work assignments. Serves as a consultant for re-entry programs and on committees. Performs other related duties as required. ESSENTIAL FUNCTIONS: 1. Exercise therapeutic care, custody, and control over inmates 2. Effectively communicate verbally and in writing 3. Review, analyze, and interpret information 4. Operate basic office equipment 5. Maintain regular and reliable attendance 6. Establish and maintain effective working relationships 7. Attend and participate in all mandatory training and/or testing 8. Work overtime in compliance with provisions of the Collective Bargaining Agreement 9. Travel as required 10. Be mobile over all types of physical surfaces and levels 11. Visually observe inmates’ activities 12. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet) |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. The duties performed by the CEVC adhere to DOC policy and local procedures, and work is performed independently with minimal supervision by the Corrections Classification and Program Manager (CCPM). For example, the CEVC makes decisions related to all aspects of inmate compensation and decisions regarding processing and tracking of inmate reentry activities. The CEVC provides status updates and reports to the CCPM for review. |
