Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is in the Employer Account Services section of the Office of UC Tax Services (OUCTS). Employees in this position are responsible to demonstrate increasing levels of knowledge and understanding necessary to assist in the establishment, maintenance and control of employer accounts; determining appropriate responses to varied situations and taking action, as authorized. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A technician in this position must assist in the establishment, maintenance and controlling of employer accounts and to identify and take appropriate action. The employees must have a thorough working knowledge of all applicable aspects of the PA UC Law, Regulations, and all Bureau policies and procedures. They must be able to review, interpret and apply various reference materials and resources. Employees will work independently to perform the duties required. They will need to analyze accounts, identify actions needed and use the UC management system to maintain accounts. They will work with the supervisor on cases that must be escalated through the chain of command. 60% - Manage employer accounts to address issues regarding, but not limited to: • Experience Rating - Administer and apply the Experience Rating provisions of the UC Law by examining, analyzing and auditing data resulting in the calculation and assignment of appropriate rates; reversals and/or transfers of experience and processing of appeals. • Auditing of accounts - researching and determining the overall status and accuracy of accounts; adjusting and/or requesting investigations/actions as needed. • Overpayments - determining the availability of credit and/or issuance of refunds by preparing recommendations for supervisor approval. • Delinquencies – appropriately research, record, satisfy, or modify delinquencies; initiating legal actions, access the Department of State website to obtain information necessary for our collection efforts, preparing Statements of Account and responding to requests for removal of penalty and/or interest. • Analyze account and prepare synopsis of relevant case information when a higher level of approval is required. 25% - Respond to internal/external customer telephone and written inquiries by investigating UC related issues, identifying, then completing steps to address concerns and advising the employer or authorized representative of any actions(s) taken. Provide direct customer service to employer requests for information and/or assistance. Research and prepare written responses providing citations of UC law, and/or regulations that support the response to internal and/or external customers. 5% - Participate in continuous improvement activities by providing knowledgeable feedback for the development and improvement of business processes and practices. 5% - Work independently and as part of a team on cases and special projects as assigned. Actively participate in meetings and training sessions. 5% - Perform other duties as required. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information. |
