Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position in the ACD Audit Support Unit involves work in establishing, maintaining and enhancing data exchanges received from government agencies both at the federal and state level for subsequent data cross matching with the Office of UC Tax Services UCMS tax files to generate possible audit lead queries as defined by this position. The data query output will be analyzed further to select audit leads. This position will also receive other requests for investigations that will need to be analyzed to determine if an audit lead is viable thus reducing costs and giving auditors quality audit leads. Finally, this position will analyze audit and investigative results to provide feedback and recommendations to auditors and management for improvements to the overall audit process and to ensure UCTS is compliant with the Tax Performance System (TPS) measures. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 55% - Analyzes data from a variety of sources related to business tax records to identify categories of businesses which may have misclassified workers or are underreporting wages. Determines the appropriate data source and the proper analysis method to identify audit leads. Reviews data results to determine if an audit lead is viable thus reducing costs and giving auditors quality audit leads. 15% - Administration of COMPAS audit program. Assignment Management - create and maintain no less than the minimum determined number of audits per tax agent per month. User Management – create user accounts, assign to groups and update quotas. Setting Management – update settings yearly and as needed. 10% - Establishes, maintains, and enhances data exchanges received from government agencies both at the federal and state level for subsequent data cross matching with the Office of UC Tax Services UCMS tax files to generate possible audit lead queries as defined by this position. The data from the query output will be analyzed further to select audit leads. 5% - Reviews audit results to determine if the ACD auditing program is meeting federal standards and if deficiencies are detected, recommend methods to improve the program. Deficiencies could exist statewide or with a specific ACD office or individual, therefore, recommendations may include training, procedural guidance documents, employee counseling, discipline, etc. to improve audit results. Recommendations that involve individual employee performance are referred through the supervisory chain to the employee’s supervisor for action. 5% - Analyzes audit and investigative results to provide recommendations to auditors and management for improvements to the overall audit process and to ensure UCTS is following the Tax Performance System (TPS) measures. 5% - Plans, coordinates, and develops comprehensive reports to improve the overall development and execution of UCTS auditing and investigative programs. This may include quantitative or qualitative analysis and the evaluation of the auditing and investigative programs within UCTS. This will provide UCTS with the information needed to improve their auditing initiatives and strategic auditing plan. Implements this plan to provide greater effectiveness in the auditing program and reports to senior management on audit results and recommendations for program improvements. 5% - Other duties as assigned. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information. |
