Serves as a senior analyst and program advisor to UC Benefits Policy leadership, providing strategic analysis, operational support, and program oversight for the Pennsylvania UC Benefits program. Integrates information from multiple sources to support funding, policy development, operations, and program objectives. Leads and coordinates cross-functional initiatives involving process improvement, grants management, training, performance measurement, continuity of operations, and internal controls. Provides guidance and technical expertise to UC Benefits Policy, UC Service Centers, and executive leadership, and evaluates the statewide impact of policy and operational changes to ensure effective, compliant program administration. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Plans, conducts, and evaluates studies of UC Benefits Policy and UC Service Center programs, processes, and projects to measure effectiveness and recommend improvements. Performs cost-benefit and impact analyses to support operational and policy decisions. Coordinates grant applications, reporting, and tracking activities. Serves as the primary liaison with the U.S. Department of Labor on grant-related matters and ensures compliance with grant requirements. Reviews data to support the Resource Justification Model (RJM) and federal funding requests. Collaborates with budget, financial, and workforce analysis staff to gather and analyze data. Leads process improvement initiatives by facilitating projects, providing training, and supporting implementation across UC Benefits Policy and UC Service Centers. Develops electronic training courses using e-Learning software and coordinates the launch, tracking, and management of training through the Office of Administration and the National Association of State Workforce Agencies (NASWA). Prepares training materials and delivers user training as needed. Develops and improves performance measures, reports, and data metrics to support program evaluation and policy decisions. Serves as the primary contact for Continuity of Operations (COOP) planning and the Internal Controls program, coordinating compliance, annual reviews, and ongoing updates. Develops and maintains policies, procedures, manuals, forms, and planning documents, and serves as backup administrator for the Manual of Operations and Procedures (MOP). Conducts complex research and analysis involving internal and external stakeholders by gathering information through interviews, surveys, research, and data analysis. Serves as a subject matter expert on Pennsylvania UC benefits laws, policies, and programs. Interprets state and federal requirements and recommends policy and program improvements to ensure compliance and effective operations. Provides executive leadership with data analysis, performance measures, and recommendations to support strategic decision-making. Prepares reports, presentations, and data visualizations to communicate findings. May support administration of the claims processing system by managing user access, workgroups, and program-related system updates. Performs related work as required.
