Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. As a Clerical Assistant 2 in the Appeals Intake Unit (AIU), Appeals Support Unit (ASU), and Decision Release Unit (DRU); this individual is responsible for the initial review and processing of UC appeals filed from decisions by UC Referees. The position provides essential clerical support to the UC Board of Review (UCBR) to ensure operations are conducted effectively and efficiently. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Appeal processing, validation • Reviews incoming appeals to determine the party appealing, whether the appeal is timely and valid, and also identifies any special requests attached to an appeal such as a copy of a transcript, exhibits, and/or permission to file a brief. • Analyzes correspondence, which includes accessing web-based UC systems for current status and directing it to the appropriate program area. Appeal requests, contacts, and case file • Flags special requests as case notes in the UC BenMod system for follow-up by other staff and properly documents requests in work item notes prior to reassignment to next unit. • Reviews contacts and appeal to ensure contacts are updated and any new parties are added. • Contacts claimants, employers, and parties to appeals when correspondence received is inaccurate or incomplete. • Gathers documents and organizes the initial Board digital file in preparation for the original hearing to be transcribed and assigned to legal. Hearing Audio Processing • Listens to referee hearing audio files and types the BD67 cover sheet for each transcript. • Sends completed BD67, and associated referee decision and hearing audio to the Board’s third-party transcription vendor. Hearing and Appeal Requests • Identifies appeal requests while processing audio or correspondence. • Prepares and sends hearing letters to parties who request a hearing, acknowledging the Board’s receipt of the request. Late Appeal Cases • Processes late appeal cases filed beyond the customary 21-day period by sending late letters to the appellant requesting justification for the late filing. • Monitors due dates and incoming mail for responses to late letters. Analyzes responses (or lack of response) and takes appropriate action, including forwarding cases as needed. Board Decision Processing • Reviews Board decisions for typos, accuracy, punctuation, format, consistency, and overall content. • Examines the vote record of an appeal to ensure the Board’s approval of a decision prior to processing in the system. • Verifies that details summarized in the Board decision align with the Board’s final ruling. • Processes decision for release to the parties. Remand Order Processing • Reads and analyzes remand orders to understand the reason the appeal is being remanded back to the Referee and identifies any specific documents or actions needed. • Retrieves and uploads system notifications called for by the remand order. • Assembles and organizes the digital case file, adding required notifications and documents. • Prepares the complete remand file and forwards it to the Referee office for scheduling. Special Actions and File Assembly Assembles and organizes digital case files in situations including: • Cases remanded back to the referee to conduct another hearing; • Additional hearings required due to an incomplete record (remand de novo); • Board appeals processed with no testimony taken and no hearing held; and, • Withdrawal of appeal requested by the appellant. General Duties • Serves as back-up support for other staff and assists any unit as needed. • Maintains and processes required files and paperwork and inputs required data for cases in BenMod and internal tracking spreadsheets. • Per monthly schedule, handles the Board’s mail, delivering time-sensitive materials to the mailroom, while receiving and disturbing Board mail to the appropriate area for review. • Processes all incoming and outgoing correspondence timely. Determines appropriate referrals for incoming correspondence. • Performs other related clerical duties as required. |
