Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is a professional library development position with the primary purpose of advising libraries throughout the Commonwealth with specific emphasis on professional development for library staff and volunteers. Responsible for developing, planning, promoting, and implementing the Bureau’s professional development program for libraries.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as the Bureau of Library Development’s professional development advisor.

Utilizes excellent interpersonal skills, strong planning and organizational skills, and effective communication to develop, plan, promote, and implement the Bureau’s professional development program for libraries.

Interacts and partners with other state library agencies, national and state library associations, and in-state public libraries to support strategic professional development, continuing education and training initiatives, all within the parameters and adhering to the priorities of the Office of Commonwealth Libraries’ Library Services and Technology Act (LSTA) 5-Year Plan.

Manages professional development projects such as the PA WebJunction partnership, Pa Library Staff Academy, and Pa Online Academy.

Serves as the ACT 48 coordinator for the Office of Commonwealth Libraries.

Serves as project manager and/or program liaison for assigned LSTA and/or other grant projects. Works with the LSTA Coordinator on all facets of grant management processes including reviewing applications, planning and managing OCL-directed projects and overseeing budgets of assigned programs.

Develops and coordinates special programs and projects, including meetings of advisory committees, and related correspondence and administration of contracts and subcontracts as required.

Proactively and strategically uses technology to build the education of the library field around OCL priorities.

Maintains dependable channels for the library field to communicate their needs on training and education.

Uses people skills to build teamwork with fellow advisors and supervisor to troubleshoot ideas and issues before tackling projects independently.

Promotes professional development and continuing education of those involved with public libraries through district meetings, participation in professional association activities, and Office of Commonwealth Libraries sponsored workshops and conferences.

Initiates and provides advice and counsel on library service and professional development to library staff, library trustees and others in public libraries and works with them to further the development and growth of library services in the Commonwealth.

Helps to convey provisions of the Library Code, the Pennsylvania Code, and Guidelines promulgated by the Governor's Advisory Council on Library Development.

Participates in committees that plan for and recommend policy to the Bureau Director and/or the Commissioner for Libraries. Regularly participates in internal meetings to discuss statewide plans and policies for library development in all types of libraries, as well as cooperation among libraries.

Responds to general requests for assistance in initiating new services and programs or evaluating existing services and programs, particularly around the topic of professional development.

Performs related work as required.

- Uses experience and professional judgment to determine how and when to initiate advice and what advice and counsel to provide. Similarly, uses experience and judgment in responding to requests for guidance regarding requirements of The Library Code, regulations and guidelines.
- Develops projects and establishes budget actions for grant program funds.
- Makes decisions for assigned functions within policies and recommends actions to supervisor if outside the scope of existing policies.
- Decisions that could have significant impact on program operations are discussed with the supervisor prior to taking action.
- Works with clerical staff to update data and processes to move OCL work forward.
