Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Office of Child Development & Early Learning (OCDEL) incorporates all the Commonwealth's early childhood care and education programs. Within this office, the Bureau of Early Intervention Services and Family Supports (BEISFS) oversees Pennsylvania's Infant Toddler and Preschool Early Intervention (EI) programs. This position is referred to as an Early Intervention Advisor and * Assumes the role of liaison, monitor and technical assistance for assigned local Early Intervention (EI) programs, serving eligible children ages birth to school age. * Performs program planning, facilitative, and coordinative duties required at the state level in conjunction with the State Interagency Coordinating Council (SICC). * Identifies issues at the regional and state level which impact the provision of services by the Departments of Education and Human Services for eligible children ages birth to school age. * Provides guidance to local Early Intervention programs for the implementation of relevant federal, state statute and regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. * Monitors local EI program implementation of federal, state statute and regulations including fiscal accountability. * Uses data to monitor compliance and assist in quality improvement activities of the local EI program. * Provides guidance to local EI programs on federal, state statute and regulations for program improvement. * Conducts on-site monitoring and support to local EI programs. * Provides technical assistance to improve services, plan programs and complete administrative requirements. * Meets regularly with the Preschool and Infant Toddler EI program leaders and key contact people within the advisor’s assignments. * Partners with Early Intervention Technical Assistance (EITA) in supporting local EI programs with technical assistance and professional development. * Develops, reviews and revises statewide policies and procedures related to programs and services for eligible children. * Conducts complaint investigations, completes reports and validates correction of non-compliance. * Serves as a member of various committees and groups including the State Interagency Coordinating Council (SICC) and other assigned work groups which include serving as a member of various sub-committees, as assigned, and attending regularly scheduled meetings of the sub-committees and the SICC. Completes assignments and report on meetings as assigned. * Facilitates the development of local early learning partnerships. * Delivers presentations at various professional meetings, conferences, and institutions of higher education, as appropriate. * Participates in professional development opportunities such as conferences and meetings of organizations regarding Early Intervention programs and services. * Promotes on-going communications between Department of Education, Department of Human Services (DHS) and Department of Health staff. * Responds to legislative inquiries, department correspondence, requests for information and other relevant assignments. * Participates in all in-person Division and Bureau meetings and activities. * Performs other related activities at the request of the Bureau Director or Division Chief. * Reviews and recommends approval of EI special education plans written by the Preschool EI programs. |

Based on relevant federal, state statute and regulations the employee makes decisions; • identifying areas of compliance and noncompliance of local Early Intervention programs with Departmental policies, goals or philosophy and compiles these issues into a report for review and approval by supervisor, • organizing their workload to accommodate all compliance reviews, validation reviews, trainings and investigations, • regarding appropriate and timely written responses to inquiries from the general public, EI programs and other agencies for supervisor approval, • regarding appropriate oral and written interpretations of policy and guidance from the Departments of Human Services and Education as well as clarifications and recommendations on best practice. (written interpretations that are developed are submitted to the supervisor for approval prior to dissemination), • regarding investigation of complaints related to Early Intervention, determines findings and reviews with supervisor, takes corrective action as needed and submits information on the complaint to the supervisor. |
