Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs full range of supervisory duties over a staff of full time drawing officials (Administrative Officer 1’s). Creates and maintains guidelines, procedures, and checklists for drawing functions for in-state games. Oversees the accurate input of prize amounts by drawing officials which initiate payments to winners at retail locations. Responsible for ensuring all audited documentation related to drawings is thoroughly prepared, verified for accuracy, and promptly filed with the Security Division in accordance with established protocols. Assures necessary steps to process each drawing are completed within the necessary timeframes including checklists, posting of winning numbers and information in the “Drawings Update” email to DOR and Governor’s office staff are accurate. Serves as the management team's hands-on subject matter expert for emerging drawing technologies, providing strategic insights into their operational benefits and potential implementation challenges. Oversees the recruitment, selection, and scheduling of senior citizens appearing on the Lottery televised drawings. Organizes and monitors the publishing of a monthly senior citizen witness schedule along with a quarterly emergency list for last minute cancellations. Manages the witness database for use as a scheduling aid. Oversees the procedure of handling out “thank you” packets to the senior citizen witness. Speaks to local civic and senior citizen organizations explaining Lottery program, answering questions and recruiting new witnesses for the drawings. Prepares responses to Lottery players answering the more complex questions concerning the televised drawings. Assists in the gathering of requested drawings information to comply with RTKL requests. Develops a monthly Drawings Officials schedule which consists of equalized overtime and even amount of exposure throughout the staff. Performs weekly schedule reviews and collaborates with the supervisor of counterpart drawing officials to ensure appropriate coverage for all scheduled drawings. Serves as the designated backup drawing official in the event of unforeseen circumstances preventing a scheduled official from fulfilling their duties. Travels to potential drawing sites when necessary and conducts a comprehensive physical appraisal to determine if it will accommodate the drawing equipment, the general public and Lottery security parameters. Recommends approval or disapproval of site depending upon the results of this site survey. Transfers and assembles all drawing equipment used in the field ensuring that proper handling methods are employed. Develops and updates comprehensive guidelines, procedures, and checklists to support the execution and oversight of assigned drawings. Serves as a backup liaison for the Lottery with the CPA firm under contract with the Lottery for the Lottery drawings. Meets regularly with CPA representatives to evaluate assigned personnel and procedures. Serves as liaison between the Lottery and the producing TV station, ensuring every effort is made to produce problem free live televised drawings. Instructs TV station personnel on production procedures necessary to assure the televised drawing’s credibility with our players. Schedules periodic meetings with TV Studio management to evaluate studio personnel assigned to the televised drawings and update and review drawing procedures. Conducts initial and ongoing training of drawing officials. Holds periodic training sessions to introduce new drawing equipment and related procedures. Assists with Second Chance drawings by validating winners and ensures the drawing was random. Distributes current procedures to drawing officials every 6 months to receive recommendations on process and procedure changes. Analyzes results and provides recommendations to supervisor for review/implementation. Assists Drawings Manager with inter-departmental coordination; outside vendors/contractors; internal and external security requirements; acts on behalf of Drawings Manager in their absence. Recommend process and procedure changes to supervisor based on the review and analysis of the drawing official’s feedback/recommendations. Develops and establishes necessary controls and procedures for the successful execution of official Lottery drawings. Recommends training opportunities for television production or CPA firm employees based on performance. Recommends the purchase of new drawing equipment. Makes any necessary technical changes to and/or operational details of drawings. |
