Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Functioning as a State Police Medical Officer, this position performs a variety of professional medical and administrative duties in the selection of applicants; determinations for limited duty and fitness for duty, and development of medical related PSP protocols and policies.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

30% Evaluates incumbent Cadets and LEO Trainees to diagnose illnesses and injuries. Prescribes and directs appropriate medical care and treatment and oversees rehabilitation for injured/ill Cadets/LEO Trainees, or refers individuals to medical specialists. Determines whether Cadets or LEO Trainees who have received medical care and treatment should return to or continue with training. Maintains records of medical services and prescriptions provided. Monitors specific training sessions, e.g., pepper spray, to render on-site medical treatment.

20% Reviews medical records of employment candidates, assesses the individual’s ability to perform the requirements of a particular position, and makes recommendations relative to a candidate’s medical appropriateness for appointment or necessary medical follow-up. Conducts medical examinations and reviews medical records to determine one’s fitness for appointment to State Police Cadet or Liquor Enforcement Officer (LEO) Trainee and makes recommendations based on findings. Reviews prescription drug use of civilians selected for critical duty positions and the effects of the drugs of their fitness for duty.

15% Examines all work-related disability and Heart and Lung Act claims by evaluating injury reports, medical reports, and job requirements; recommending independent medical examinations and communicating with physicians and specialists regarding examination objectives and results; and providing recommendations and coordinating parallel care, if indicated, in order to expedite return of the personnel to duty when appropriate.

10% Monitors all limited duty assignments and provides and endorses approval or disapproval of the assignments. Evaluates the effects of prescribed drugs and over the counter medications on personnel’s ability to perform critical assigned duties and provides determinations regarding potential impairment.

5% Renders medical opinions and recommendations regarding fitness for duty cases and confers with the PSP Human Resources and Legal staff on administrative and legal provisions.

5% Conducts research associated with existing or anticipated medical issues, provides medical interpretations and recommendations, and develops medical protocols and policies consistent with agency objectives and PSP Human Resource Office program requirements.

5% Renders medical opinions and recommendations regarding fitness for duty and medication usage of applicants/incumbent officers, as requested by the Director, Municipal Police Officer Enforcement Training Commission (MPOETC).

5% Provides medical testimony at legal and administrative proceedings.

5% Provides emergency first aid to personnel incurring an injury or illness while at work and maintains appropriate records. Performs related work as required.

Provides medical recommendations to the Director, Bureau of Training and Education, MPOETC, and Manager, PSP Human Resource Office as applicable.

Evaluation, treatment and providing prescription drugs (non-scheduled and scheduled) to PSP personnel, not in Cadet or LEO Trainee status, for any non-emergent medical problems, shall not be performed by the SPMO.

Experience:

REQUIREMENTS PROFILE:
1. Current unrestricted license to practice medicine in the Commonwealth of Pennsylvania issued by the Pennsylvania State Board of Medicine or the Pennsylvania State Board of Osteopathic Medicine.

2. Current Controlled Substance Registration Certificate issued by the U.S. Drug Enforcement Agency for prescribing scheduled medication.
