Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides high level legal support of legal documents, assisting with drafting, formatting, and finalization of legal documents for the Legal Operations unit for filing, along with administrative management of specialized internal legal systems for submission of annual and quarterly reporting, both internally and externally, working directly with and in compliance with all internal legal case management programmatic systems. Responsible for the high-level adherence and administrative management of all legal internal programmatic systems and internal processes to ensure the continual efficiency and effectiveness of all statutorily mandated legal activities before the PA Public Utility Commission; Commonwealth Court; and state and federal courts.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs complex clerical and administrative legal work involving highly confidential legal documents, requiring the proper use of legal terminology.

Reviews, proofreads, and assembles legal documentation for preparation for filing of memoranda, pleadings, briefs, and correspondence; including organizing exhibits and appendices.

Daily legal document delivery and/or pickup at the PUC, Commonwealth Court, etc. Copies and distributes legal (by any appropriate method including but not limited to hand delivery) documents. This is done without the use of a state vehicle; therefore, it requires the ability to walk or travel a round trip of one mile in various weather conditions.

Supports and maintains all trial and pretrial matters, obtains, assembles, and organizes documents pertinent to litigation, settlement, including PA PUC notices of rulemakings, pursuant to internal processes.

Evaluates, analyzes, manages, and submits the finalized PA PUC Public Meeting Agenda and any associated legal documents for both electronic and paper submissions to the Small Business Advocate (SBA) for the bi-monthly PA PUC Public Meetings, including submission of legal documents issued following the bi-monthly PA PUC Public Meetings.

Provides administrative support for drafting, finalization, and submission of correspondence for legislative matters.

Management of subsequent legal case reporting until final compliance, as required by the PA PUC’s Final Order, or pursuant to Settlement, which includes management of systematic destruction schedules, including submission of internal quarterly destruction reporting.

Manages digitization of all legal statutory service of paper documents for active cases, closed cases, watch cases, and statutorily mandated service documents into case management systems in compliance with internal processes and procedures.

Manages, coordinates, and maintains all aspects of the legal litigation filing systems, including daily review and oversight of finalized legal documents, prior to filing and service thereof.

Provides legal secretarial and office support to ensure that day to day operations are successfully completed.

Compiles data allocations, which involves compilation of data for reporting purposes; this includes both external annual fiscal year reporting and internal quarterly reporting.

Weekly management of PA Bulletin publications for active legal cases and statutorily mandated publications.

Performs as back-up coverage to the following duties in absence of the LAII; prepares, drafts, and finalizes highly confidential daily mandated legal litigation documents, complaints, memorandums, motions, testimony, briefs, etc., including settlement document for daily timely deadline submissions to the PA PUC or courts.

Responsible to disseminate legal notices, including required updates/deadlines for the SBA’s calendar.

Track office supply order needs for legal team members and submit inventory requests to the Executive Assistant for processing.

Evaluates, monitors, and distributes orders, secretary letters, notices, transcripts, etc. received via subscription and manages external system subscriptions.

Conducts legal research projects, including case law, and state and federal statutes, and PA PUC implementations and policies.

Acts as liaison among various internal departments and outside agencies and fulfills administrative support for requests from outside counsel/others ensuring the required and timely flow of critical and confidential information relative to legal case proceedings.

Possesses strong organizational, interpersonal, legal research, legal writing and proofreading skills.

Performs other related duties as required.

Decision Making:

Responsible to ensure the timely response and successful outcome of pending litigation, accurately calendars data submission deadlines, ensuring the timely submission of critical/confidential legal documents to expert witnesses, outside counsel, the PUC, Office of Administrative Law Judges, Commonwealth Court, etc. Acts as liaison among various internal departments and outside agencies, ensuring the necessary and timely flow of critical and confidential information relative to case proceedings.
Independently responds to inquiries and professionally manages the exchange of critical and confidential information between the OSBA, PUC, Administrative Law Judges, outside counsel, witnesses and case collaborators, ensuring achievement of legal/regulatory deadlines and requirements in all case proceedings. Independently responds to informational requests from Pennsylvania businesses (OSBA customers), the PUC, Office of Administrative Law Judges (ALJ), outside counsel, and collaborators, performs comprehensive research to ensure the dissemination of true/appropriate information; and when necessary, refers customers to OSBA counsel, supervisor, or other state or federal agencies.
