Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the general guidance of the Director of Retail Operations, this position serves as the Bureau Director of Store Operations Support for the Pennsylvania Liquor Control Board (PLCB). This position is responsible for the development of retail strategic planning, retail performance and data management, retail policy and process development, Fine Wine and Good Spirits promotional events, and operational support of retail operations and central office retail operations support staff.

Work involves serving as an advisor to the Director of Retail Operations on all matters pertaining to retail operations; making recommendations to and conferring with the COO, Director of Retail Operations, and Director of Regional Operations regarding the store sales and productivity performance management, policy and process prioritization and review, data evaluation, budget management, central office initiatives, task management, productivity standards, agency communication that has specific impact on field employees and field functions, regional/district operational support, and researching and reviewing programs and legislation to develop executive policy recommendations that will enable the PLCB to be a retail industry leader.

Develops and manages the strategy for Store Operations Support to ensure all goals and objectives set by PLCB leadership is met.

Identifies and elevates innovative approaches to retail operations, management, performance management, and communication to continue to advance our stores as industry leaders.

Contributes to the development, adoption, implementation, and evaluation of policies and processes designed to accurately define and guide store and field employees.

Uses existing, establishes new, and maintains collaborative networks of control states and industry partners to ensure stores and offices are utilizing best practices in the sale and control of alcohol.

Assigns, delegates, and reviews the work of assigned employees to ensure that the Division of Retail Performance and Data is achieving the objectives established for it by the Agency.

Works as the conduit between the field organization and central office directly or through subordinates.

Directs, through subordinate chief and staff, the central office retail operations support staff for all regional and field offices located throughout Pennsylvania.

Advises Retail Operations and Agency leadership on matters pertaining to retail operations.

Coordinates review with the COO, Director of Retail Operations, and Director of Regional Operations on policy changes necessary for improved operations and ensures the proper development and consistent application of approved policies.

Collaborates with internal stakeholders on all work to ensure proper implementation of agency retail goals and objectives.

Develops and revises policies involving retail systems and support and store operations to improve operations, profitability, and customer service.

Develops and directs implementation of and evaluates operational procedures for the effective sale of wine and spirits and store management consistent with customer demand and strategic agency objectives.

Manages staff responsible for successful execution of Fine Wine and Good Spirits public events across Pennsylvania both in store and at remote locations, promoting the retail brand and its products.

Develops strategic plans to guide selection and participation in events and partnerships.

Evaluates and determines which opportunities for events are appropriate.

Reviews and ensures all communication is accurate and concise communications are developed and conveyed to regional and field staff properly.

Evaluates the effectiveness and efficiency of retail operations and support.

Ensures the effective implementation and consistent application of policies.

Directly manages and oversees staff in proper management of Retail Operations projects and initiatives.

Coordinates Bureau activities with other bureaus to resolve problems and insure smooth administration of all phases of retail operations programs.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Reviews and ensures all retail operations and agency strategic plans are being carried out and considered in all work performed on behalf of retail operations.

Reviews budgetary reports to analyze retail operating costs.

Performs the full range of supervisory duties.

Performs related work as required.

Decision Making:

Work is performed with considerable independence under the general direction of the Director of Retail Operations. This position may also address issues that are outside of generally established guidelines and make decisions related to correct processing of actions. As issues arise that are not firmly established, the incumbent will discuss with the chief to seek guidance in order to recommend changes to policy, process, or division procedure.
