Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position manages the strategic selection and life cycle of wine, spirits, ready-to-drink, nonalcoholic, and accessory products to satisfy the demands of PA wine and spirits customers. As such, this position aims to deliver increased revenue to the commonwealth through vendor partnerships and negotiations, product selection, pricing, and margin performance.

This position oversees market analysis, product analysis, category expansion, product lifecycle management, promotional strategy, and innovation pipelines directed at efficiently meeting the requirements of the Pennsylvania Liquor Control Board (PLCB).

Description of Duties:

Oversees and directs the full product management lifecycle using a data driven approach to assortment planning, category expansion, and innovation ensuring product assortment matches customer needs, consumer occasions, and balances core items with trends and seasonal product.

Plans, directs, and coordinates the purchasing and product life cycle management activities of all wine, spirit, and accessory products sold by the agency.

Ensures data-informed decision-making is applied to day-to-day product lifecycle operations, including monitoring performance, identifying what is and is not effective, determining when to expand, refresh, markdown, or discontinue products, and overseeing seasonal transitions.

Utilizes competitive analysis while leveraging customer data and industry trends, in order to guide decision making on product selection.

Reviews and manages the negotiated pricing, promotional support, and advertising programs with vendors and brand partners, negotiating costs, terms, and support, collaborating on exclusives and promotions, holding vendors accountable for performance.

Owns sales, margin, and inventory (cross functionally with Supply Chain), promotional return on investment, and demand planning to ensure strategic inventory health.

Builds and maintains strong partnerships with external vendors, brand owners, suppliers, and distributors. Leverages these partnerships to negotiate pricing, margin, contracts, and promotional strategies.

Collaborates cross functionally with marketing, merchandising, supply chain, store operations, and ecommerce teams to plan and execute strategic initiatives.

Prepares and presents biannual Sales and Marketing Plan presentations to approximately 600 Fine Wine & Good Spirits general managers.

Monitors item and category performance by conducting regular sales and data analysis through established reporting, and directs strategic adjustments to optimize category, pricing, and assortment as needed.

Manages agency product selection and assortment, ensuring assortment matches customer needs and occasions, balancing core items with innovation, trends, and seasonal products

Selects, hires, coaches, and manages 30+ direct and indirect reports within the Bureau of Product Management.

Ensures assigned staff is fully utilized and determines overall staffing needs to accomplish critical work programs.

Conducts top to top meetings with key vendors throughout the year, outlining partnership details, strategic alignment, and business performance.

Ensures the accurate maintenance and documentation of Bureau business processes and workflow.

Directs and analyzes the sales figures and profit contribution of products then recommends to the Board the delisting of products (removal from sale) which do not meet the established profit criteria.

Directs the development, implementation, and evaluation of system standards, policies, and procedures to ensure that profit levels are maintained.

Coordinates participation and reviews any PLCB IT system maintenance, upgrades, and refreshes to ensure accuracy.

Prepares Bureau staffing and operations budget estimates and other fiscal and statistical reports and monitors budget expenditures for the Bureau of Product Management.

Meets with interested private organizations, industry personnel, government officials, and general public to disseminate and promote PLCB policies and procedures. Responds to inquiries and resolves or recommends resolution to complaints.

Plans and assists in developing training programs for employees within the Bureau of Product Management.

Performs other related duties as required.

Owns and oversees the strategy, full product life cycle, and data driven decision making behind what products are sold, working cross functionally on how they are positioned, understanding product lifecycle, and how they perform financially.

Work is performed with considerable independence but is subject to general review by the Executive Staff.
