Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Direct, plan and oversee the Federal and State grant programs, including the development of policies and procedures related to each grant program, to ensure effective and efficient implementation by a staff of professional Grant Managers.

Description of Duties:

Determine and establish goals, objectives, and priorities consistent with State and Federal laws and regulations, for administration of federal and state programs to include:
Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities,
Flood Mitigation Assistance Grant, Emergency Management Performance Grant, Hazardous Materials Emergency Preparedness Grant, Hazardous Materials Response Fund, Radiation Emergency Response Fund, Disaster Recovery Assistance Program, and others.
Develop and implement administrative policies, procedures, guidelines, reporting tools and formats for the grant programs, ensuring consistency with all applicable federal and state laws and regulations.
Develop policy recommendations and work with members of management staff to implement the Commonwealth’s strategic plans for the grant programs.
Develop and recommend program administration procedures to agency leadership.
Direct application for and expenditure of grant funds, preparation of programmatic and financial reports, administration of sub-grants, and fiscal year end close-out activities and procedures to meet State and Federal Grant requirements.
Direct the development of grant agreements, memorandums of understanding, and notifications of grant award. Ensure language meets all state and federal requirements.
Establish goals, objectives and timelines for agency and subrecipient in regard to grant program compliance.
Develop and institute a continuous training program for the grants administration team to ensure shared knowledge and cross-training. Encourage grants administration team to take advantage of trainings made available through the Commonwealth as well as Federal partners.
Develop and deliver thorough and comprehensive grant presentations to focus groups and subrecipients.
Resolve grants management issues by working with all levels of officials at Federal, State and Local Government levels.
Manage and supervise a team of professional, technical and administrative staff including establishing training requirements.
Perform supervisory duties such as planning, assigning and reviewing work, participating in interviews and making recommendations of selected applicants, preparing or reviewing performance evaluations and work standards, acting as rater or reviewing official, approving leave requests. Set goals, establish objectives, and evaluates performance of subordinates.
Direct the development and implementation of agency electronic grant processes.
Represent PEMA Executive staff at meetings and other high-level events with Federal, State and local officials.
Conduct and manage special studies, research and projects.
Perform other related duties as assigned.

IS-800 National Response Framework
IS 2200 – Basic EOC Functions (online)

A person in this position may be eligible for telework.

NOTATION OF SCHEDULE: Employee may be required to work 12-hour shifts. Employees may have their work schedules changed to five consecutive days within a seven-day period based on customer/assignment needs. Employee’s work hours may be modified based on customer/assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT: This position is considered essential.
Performs a task to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are at times received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Review and determine best practices in the administration of all grant programs. Direct staff accordingly.

Establish parameters of grant compliance requirements
Research data and provide a response to customer inquiries.
