Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the implementation, monitoring and compliance activities pursuant to current statutes and regulations applicable to the storage, handling and use of explosive materials used in all surface applications.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Possess a current valid Pennsylvania Blaster's License in the General category and a current and valid Pennsylvania Commercial Driver's License with a hazardous materials endorsement.

Responsible for the implementation, monitoring and compliance activities pursuant to current statutes and regulations applicable to the storage, handling and use of explosive materials used in all surface applications.

Conducts thorough inspections at coal and non-coal surface sites to regulate the purchases, sales, storage and use of explosive materials in accordance with current statutes and regulations and Mining & Reclamation policy.

Conducts investigations of citizen’s complaints pursuant to current statutes and regulations and the explosives program involving public health and safety.

Determines and carries out enforcement proceedings and procedures requiring the correction of observed violations in accordance with current statutes, regulations and policy, including the issuing of orders and license suspensions and representing the Department in hearings, etc.

Reviews and recommends appropriate action on requests for the approval of blasting plans, reviews and recommends appropriate action on requests for the approval of magazine storage licenses in accordance with current statutes, regulations and policy.

Conducts inspections of other surface applications of explosives including, but not limited to, demolition, trenching and construction, and well perforation, to regulate the purchase, sales, storage and use of explosive materials in accordance with current statutes and regulations.

Conducts on-site meetings with users of explosive material and/or the public involving blasting regulatory applications and objectives.

Escorts citizens on inspections of blasting sites in response to blasting/explosives complaints and citizens requests for an on-site visitation in accordance with current statutes, regulation and policy.

Provides information and facts concerning blasting conditions during public hearings, informational conferences and fact-finding hearings held concerning the Department’s actions, pursuant to current statutes and regulations.

Investigates all fatal assigned non-fatal accidents involving explosives by interviewing witnesses, inspecting equipment, inspecting accident scenes and interviewing medical personnel. Reached determinations regarding cause, avoidability, prevention measures and penalties to be imposed and prepares reports of findings and recommendations.

Prepares and makes formal and informal presentations in cooperation with federal, state, local officials, public groups and organizations regarding rules and regulations involving the blasting and explosives program and actions pursuant to current statutes and regulations.

Responds to all explosive incidents where explosives have been found or abandoned and handle these incidents which may include disposing of these materials on site, transporting them to safe disposal areas, or contacting designated firms for their disposal. Investigates the theft of explosives and/or magazine break-ins.

Participates in training Commonwealth employees and applicants for blaster’s licenses regarding proper procedures, appropriate laws, rules and regulations governing the purchase, sales, storage and use of explosive materials pursuant to current statutes and regulations. Advises management on the effectiveness of these training programs.

Prepares special reports or studies regarding surface blasting activities as required.

Maintains an up-to-date inspection log.

Operates, calibrates and maintains a seismographic instrument to monitor the effects of blasting activities. Possesses a working knowledge of blaster’s galvanometer, multimeter, rheostat and electrostatic voltmeter.

Prepares letters, memos, correspondence and reports to exchange information with blaster’s license applicants, engineers, other surface explosives users and the public on blasting and explosive activities, pursuant to current statutes and regulations.

Maintains files on cases, inspection reports, investigation reports, memos correspondence and other material.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Prepares daily, weekly, and monthly activity reports as required.

Prepares a weekly schedule indicating activities planned for each day and its location.

Prepares, completes and verifies accuracy of automotive reports.

Prepares, completes and verifies accuracy of travel expense vouchers.

Provides expert testimony in legal cases involving the purchase, sales storage and use of explosive materials on all surface applications, pursuant to and within the scope of current statutes and regulations.

Experience:
