Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists in facilitating the Bureau’s response to accidents at nuclear power plants, accidents involving the transport of radioactive materials, atmospheric weapons, and nuclear accidents in the northern hemisphere. Reviews, rewrites, and understands the Bureau’s Emergency Response Plan that governs the Bureau’s response to a radiologic accident or incident. Reviews and assists in revision of procedures attached to the Bureau Emergency Response plan for response to radiological accidents or incidents. These procedures pertain to implementation, radiological response, protective action recommendations, and administrative functions. Attends federally sponsored "in and out of house" job related training courses, as assigned by the Radiation Protection Program Supervisor or the Radiation Protection Program Manager from the division of Nuclear Safety and Emergency Response. Serves as an assistant in the role of Bureau interface with Department agencies, other State agencies, Federal agencies, and radiation protection agencies in neighboring states with respect to emergency planning. Assists and independently prepares and develops training for the Radiation Protection Bureau and other partner agencies targeting state, county, and municipal levels. Coordinates routine maintenance, repair, and calibration of radiation detection instrumentation and sample collection devices used in the field in radiation emergencies. Maintains the maps, procedures, and emergency kits for the Bureau’s cell at the Commonwealth Response Coordination Center (CRCC), Assessment Center, and field team use. Tests and verifies that satellite communication equipment, P25 radios, and cell phones are operating properly. Maintains and updates-controlled copies of nuclear utility emergency plans and procedures. Conducts routine checks and coordinates maintenance and calibration of equipment in the Radiological Response Vehicles and Dedicated Field Team Response Vehicles to ensure that the vehicle’s radiological instrumentation and support equipment is fully operational. Maintains proficiency in understanding the roles of various State agencies in the response to accidents. Maintains thorough knowledge of the equipment and techniques used in the assessment and analysis of radiation levels associated with a radiation accident or incident. Maintains considerable knowledge of State and Federal laws, regulatory documents, and guidance pertaining to radiological emergency planning and response. Maintain effective working relationships with associates, governmental agencies, utilities, professional and non-professional groups, and the public. Responds to inquiries from the public regarding radiological emergency planning. Acquires and maintains proficiency in understanding and teaching dose assessment programs such as URI to colleagues and peers. Continues to gain knowledge and confidence in multiple Emergency Response roles to assist the bureau’s response team in its mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
