Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Develops and directs statewide radon programs including the certification of radon testers, mitigators, and laboratories that perform regulated activities within the Commonwealth. Supervises two Radon Section Chiefs and oversees the operation of staff including technical and [indirectly] clerical and administrative support positions. The Radon Division Chief shall: - oversee ongoing changes and revisions of division SOPs, - specify CO and RO staff training necessary in this area, - direct the development of any needed policy, guidance, manuals, and checklists, and/or; - ensure division staff are maintaining accurate records for Radon Testers, Mitigators, and Laboratories. These records include certifications, renewals, and amendment requests. Coordinates the Radon Program with other programs within the Bureau. This would also include the coordination of a statewide inspection program through the Regional Offices. Develops Radon Program goals for the Department in conjunction with the U. S. Environmental Protection Agency (EPA) grant officials, and tracks and compiles metrics for routine reporting. Is the primary interface with the EPA and other state radon/indoor air programs, including other DEP Bureaus and PA state agencies, relating to radon issues. Applies for and coordinates the annual EPA State Indoor Radon Grant and develops the budget and activities related to grant funds. Stays informed with national and international standards and regulations relating to radon issues. Participates with professional national committees involved with radon measurements and mitigations, as well as indoor air-quality policy issues. Prepares white papers and technical papers to be published and/or presented at national radon meetings. Advises and consults with the BRP Director, DEP’s upper management, public and professional groups, and regulatory agencies on matters related to radon and radiation control. Creates presentations and prepares speeches for public and professional audiences. Conducts and assists DEP with on-the-job training programs for staff personnel and arranges outside training as needed. Assists in developing radon fees, drafting guidance and new regulations, and amending existing regulations. Conducts and evaluates external training programs for internal and external technical and real estate personnel. Coordinates January “Radon Awareness Month” activities such as Public Service Announcement), pass-through grants to not-for-profit groups conducting outreach programs, contracting training courses for such groups as PA realtors, builders, code inspector/regulators, and school officials. Manages Radon Division administrative functions such as scheduling and approving leave, assuring adherence to staff alternative and flex scheduling, staff breaks, and lunch periods. Recruiting and interviewing for new, permanent positions within the Division as needs and vacancies arise. Actively participates in the BRP radiological/nuclear emergency response program, including exercises and drills. Ensures that division staff will meet training requirements in order to participate in exercises and drills.
