Position Purpose:

In order for the Department to effectively and efficiently meet its charge to protect the public health and the environment, the Solid Waste Specialist is to ensure compliance with Commonwealth statutes and the rules and regulations governing the management of solid waste in the five counties served by the Southeast Regional Office.

As an Environmental Trainee, there is a 12-month training period during which time the incumbent will be trained to perform the duties of a Solid Waste Specialist. The incumbent will perform these duties either with a Solid Waste Specialist or the Solid Waste Supervisor. The work products produced, i.e. memos, reports, letters, etc. are reviewed by the supervisor before being issued or released.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Regulatory evaluation of solid waste management facilities located in assigned service area. Solid waste management facilities are evaluated for compliance with Commonwealth environmental statutes, regulations, and Department policies pertaining to the management of solid waste. Inspections of hazardous, residual, and municipal waste management facilities are conducted at assigned frequencies. Notification of solid waste management facilities, in accordance with Department policy, of identified violations and required corrective action.

Investigation of citizen complaints to substantiate violations of Commonwealth environmental statutes, regulations, and Departmental policies. If violations are identified, the enforcement process and corrective actions are to be initiated in accordance with Departmental policy.

Investigation of spill or pollution incidents, in accordance with Departmental policy, to ensure that appropriate corrective actions are taken.

Provide information, advice, direction, or guidance to solid waste management facility operators, public officials, environmental consultants, attorneys, and citizens regarding Commonwealth statutes, regulations, and Departmental policy, to ensure that appropriate corrective actions are taken.

Initiate the enforcement process and participate in the preparation and issuance of various types of enforcement actions in accordance with Department policy. Also, serve as an expert and material witness in the field of solid waste management.

Collect samples of various media and wastes for laboratory analyses. Review the analytical results to determine if there is compliance with Commonwealth environmental statutes, regulations, Departmental policies, and permit conditions.

Review permit applications and plans to determine if the proposed operational activities comply with Commonwealth statutes, regulations, and Departmental policies pertaining to solid waste management.

Review corrective action/remediation plans to determine if the proposed activities comply with Commonwealth environmental statutes, regulations, and Department policies.

Arrange, attend, and participate in meetings with public officials, the regulated community, and/or citizens concerning solid waste management issues.

Attend and participate in Departmental and approved out-service training courses pertaining to personnel safety and protection, and the field of solid waste management.

Operate a motor vehicle to travel to and from inspection/investigation or training sites.

Record data resulting from inspections/investigations into electronic databases.

Uploads documents into the OnBase records management system.

At times, teleworking may be necessary to complete the above job duties.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position requires participation in that portion of the Department's Medical Monitoring Program for accidental overexposure to a hazardous material/waste. IF this position is given any of the following assignments, this position is also required to become Hazardous Waste Authorized, including participating in the annual medical screening portion of the Department's Medical Monitoring Program and being qualified medically to perform the assigned job duties:

1. Assigned and required to wear Respiratory Protective Equipment, excluding filtering facepiece dust masks
2. Conduct on site spill investigations requiring entry into areas with exposure to hazardous materials/wastes above the PELs.
3. Investigate incidents and/or participate in cleanup operations requiring entry into areas with exposure to hazardous materials/wastes above the PELs.
4. Sample for harmful or hazardous materials or petroleum products requiring entry into areas with exposures above the PELs.
5. Inspect reclamation sites that use hazardous materials/wastes foreign to the site requiring entry into areas where exposures are above the PELs.
6. Any other job duties that require entry into areas where the employee is exposed to harmful or hazardous materials above the PELs but which are not specifically mentioned, as determined by the supervisor in consultation with the regional or bureau safety coordinator. For example, inspect facilities where hazardous chemicals, normally used in processes within the facility, are uncontrolled and present in amounts above the PEL.

Work duties are assigned and work reviewed by the Waste Management Field Supervisor and the Regional Waste Management Operations Manager.

As an Environmental Trainee - Assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given, and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.
