Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Permits Chief is responsible for supervising the Permit Section of the Clean Water Program in the Northwest Regional Office.

The Permits Section is primarily responsible for reviewing permit applications for municipal stormwater, CAFO, industrial wastewater, sewage discharges and biosolids/septage land application. Water Quality Management (WQM) permit applications are reviewed by Permit Section staff as well and are typically for sewage and industrial waste treatment. The staff make permit recommendations to the Permits Chief who in turn recommends a final action to the Program Manager.

The Permits Chief must remain aware of all appropriate Federal and State laws, rules, regulations, guidance's and policies.

The Permits Chief must take the initiative to coordinate and organize new permit programs so that they are implemented smoothly and efficiently. Suggestions from the Permits Chief of new general permits that would reduce workload and improve processing are encouraged.


Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Directs the implementation of the Clean Water Program's NPDES and Water Quality Management permit programs to ensure goals and objectives are met.

Through the subordinate staff, ensures proper workload distribution and directs the review of NPDES permit applications including: development of technology based limitations (TBELs) and water quality based limitations (WQBELs), preparing the draft permit, comment response documents, the permit for final issuance or other Departmental action.

Through the subordinate staff, directs the review of (WQM) permit applications for industrial wastewater and sewage. The permit staff use the Department's manuals, guidance, technical references, literature and professional judgement in reviewing these applications to determine completeness, adequacy of design, adherence to Department guidelines and to assure the facilities are capable of compliance with the effluent limitations and other requirements in the NPDES Permit.

Reviews all permit documentation for accuracy and consistency with current Law, Regulation, Policy and Guidance prior to submitting a recommendation to the Program Manager.

Assists Central Office, the Operations Section Assessment Biologists and other staff in the development of Total Maximum Daily Loads (TMDLs) for stream segments identified on the 303(D) list of impared waters.

Monitors the coordination of permit reviews to ensure application processing flows smoothly in compliance with the Department's Permit Decision Guarantee program and established Standard Operating Procedures. Ensures the permit staff adequately communicates with the applicant, other governmental agencies and general public during the permit reviews; that they prepare timely letters to the applicant and consultants; that they prepare the final documents with the appropriate recommendation.

Ensures that appropriate and accurate facility and application data are entered into the Department's data systems.

Coordinates permits reviews and Act 537 plans with the Planning Section.

Coordinates permits reviews and compliance and enforcement actions with the Operations Section.

Serves as the Clean Water program regional contact for permit coordination with other programs.

Provides comments on programs and policies that affect the Permits Section's responsibilities statewide.

Absent a Department-wide SOP, develop policies and procedures for implementing the Permits Section's responsibilities in the Northwest Regional Office.

Meets with other governmental agencies, municipalities, legislators and various interested groups whenever appropriate.

Meets with citizens, consultants, legislators, municipal and industrial officials concerning Commonwealth laws, regulations and requirements.

Answers letters and inquiries from the general public and legislators regarding the Department's Clean Water program.

Prepares letters, reports and correspondence to facility operators, municipal officials, consultants, the public, coworkers, subordinates, legal staff and supervisors.

Testifies as an expert witness and/or material witness before the Environmental Hearing Board and the courts.

Performs the full range of supervisory duties.

May participate in the performance of their subordinates work consistent with operational or organizational requirements.

Acts as Clean Water Program Manager upon request.

This position is primarily an office position with limited field work. However, occasionally meetings and training do require overnight travel. This position involves considerable contact (telephone, letters, meetings) with municipal and industrial officials, developers, consulting engineers, and other regulatory agencies.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position is supervised by the Program Manager.

The Permits Chief adheres to the Department's administrative policies and procedures and reviews same with subordinate staff, as appropriate.

Application review assignments are given directly to the staff by the Permits Chief, based on workload, complexity and other factors along with with completion deadlines.

The Permits Chief then assures that application reviews are consistent with Law, Regulation, Policy and Guidance prior to making a final recommendation to the Program Manager.
