Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively.

This is a professional civil engineering position with the working title of Assistant Regional Engineer. The primary responsibilities are to provide engineering services and consultation to the regional park and forestry personnel in the development and completion of maintenance and construction projects. This involves reviewing, performing, and directing the design and construction management of complex civil and structural engineering projects such as the renovation or rehabilitation of bridges, buildings, roads, dams, marinas, retaining walls, storage tanks, water and wastewater treatment plants, pools, campgrounds, bike trails, solar arrays and similar facilities of various complexity.

Typical duties include:

1. Preparation of original designs for all assigned projects for the construction of various complex facilities such as dams, hydraulic structures, marinas, bridges, culverts, roadways, buildings, water and sewage treatment plants and distribution systems, etc., in accordance with accepted engineering standards. This involves preparing, reviewing, or directing the preparation of original drawings, specifications, design computations, quantity and cost estimates and related design, permit and contract documentation. Consolidating the entire design/contract together into a cohesive package ready for final review and bidding by the assigned due date.

2. Visiting project sites to determine if any special problems exist and to gather information, measurements, soil samples, and other pertinent engineering and hydraulic data by using survey and other equipment. This also includes directing survey party personnel and inspectors to gather the correct information needed for a project design, and reviewing data submitted to ensure correctness and completeness in relation to the project design.

3. Acquires permits or variances to construct or modify water encroachments, NPDES permits, utility locations or similar facilities subject to local, state, and federal laws, codes, and regulations. This includes performing and reviewing hydraulic calculations of drainage basins and hydraulic structures.

4. Perform, review or direct design computations which are completed by applying the appropriate mathematical and engineering formulas to accomplish a design. Examples include watershed analysis and hydraulic flow calculations for drainage facilities and dams, the calculation of loads, stresses and capacities for structural members (beams, columns, trusses, walls, foundations) and related structural components in accordance with standard engineering practices, codes, and regulations.

5. As required, provide on-site engineering direction to park and forest managers and their personnel to complete major maintenance and construction projects.

6.Perform, direct, or review materials take-off of quantities needed for construction projects, using engineering and architectural drawings. Develop and oversee the processing of field limited purchase orders and/or other Commonwealth purchasing procedures, i.e., SPCs, PRs, etc., to obtain the materials for the park and forestry construction crews. Responsible for obtaining the proper amount of material and arrival of materials to meet deadlines which will ensure a timely and orderly construction sequence.

7. Assist the Regional Engineer in the scheduling and coordination of the various assigned projects to ensure proper implementation with respect to facility operation and timely completion. Project design and construction schedules are submitted to the Regional Engineer for review and approval. Inform the Regional Engineer of any changes which will impact the completion of the projects within the fiscal year as per the Commonwealth’s Management Directives pertaining to fiscal spending.

8. Construction management of assigned projects, which includes periodic inspections of all construction activity in the region to ensure compliance with the contract drawings and specifications; processing any change orders in the contract which may occur during construction; the review and approval of shop drawings and other contractor submittals; the preparation of job conference reports; and the processing of estimates of work completed for contractor payment. Provide answers to construction and construction management related questions to others. Inform supervisor of any change order resulting in additional monies being needed for the project and/or any special problems encountered during construction.

9. Assist the Regional Engineer in the planning of the region’s yearly maintenance and construction plan pertaining specifically to project identification, priority, development and cost estimation and tracing. On average this yearly plan consists of approximately 40 projects. Projects vary from $5,000 to 5 million dollars with the majority between $25,000 and $500,000.

10. The review of construction plans prepared by the Bureau’s Central Office design staff and/or consultants to ensure that project designs are consistent with regional State Parks and Forestry's requirements. These projects include capital construction projects in addition to the maintenance projects. The dollar value of these projects generally exceeds $500,000. During the construction process, meet and review construction progress to ensure that regional and park needs are met.

11. Participate in park inspections to determine the adequacy of specific park maintenance functions. This requires knowledge of various local, state and federal codes to determine compliance as well as working knowledge of engineering theory required to ensure structural adequacy of various park structures and facilities. Prepare reports outlining results of inspections. During the inspections, inform park managers of any projects that they need to have added to the region’s Major Maintenance program. Provide assistance to the park managers in developing project scopes and estimates of project costs for these projects.

12. The biennial inspection of bridges and culverts to determine the stability and rate of deterioration and recording the results on standard report forms and developing a bridge inspection report. This includes reviewing the structures to determine the weight capacity, providing solutions to structural deficiencies, and recommending required maintenance to park and forest personnel. Also, review bridge inspection reports done by various inspectors in the determination of the bridge weight limit and for accuracy and completeness. Inform supervisor of any changes which may affect park or forest operations.

13. Perform other related duties as required.

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

The Assistant Regional Engineer is actively involved in several projects at any one time, working independently or assisted by staff engineer, who form a project team under the supervision of the Regional Engineer.
