Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is responsible for complex appropriations which include non-lapsing, lapsing, restricted receipt, restricted revenue, special funds, general fund, and other funds. This position is responsible for budget preparation, forecasting, analyses and monitoring for the Forest Pest Management Fund, Parks & Forest Recreation Projects Fund, Forest Regeneration & Forestry Research Funds, Wild Resources Conservation Fund, Clean Streams Fund, Purchase of State Forest Lands, Quehanna, Keystone Park Recreation and Conservation Park and Forest Facility Rehab, and Bureau of Forestry. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Collects, examines, and summarizes complex fiscal information for the Department’s annual budget request, legislative hearing package, and re-budget. Load budget information in BPC during budget request and re-budget for assigned program areas. Responsible for budget monitoring, budget reporting, forecasting expected revenues, complex calculations, establishing accounting codes, recommending budget and budget adjustments, mid-year reviews, budget revisions, budget closings, preparing various monthly budget reports, assemble fiscal and statistical data for usage in budget evaluations and budget hearings. Prepare and evaluate budget reports for bureaus expenditures and projections. Provide professional guidance on use and availability of funds and technical support to program managers for the Bureau of Forestry and others as needed. Monitors, corrects, and reconciles records of revenue, financial commitments and expenditures for financial and budgetary account closing and lapsing processes for Forestry Operations, Forest Pest Management Fund, Parks & Forest Recreation Projects Fund, Forest Regeneration & Forestry Research Funds, Wild Resources Conservation Fund, Clean Streams Fund, Keystone Park Recreation and Conservation Park and Forest Facility Rehab. Prepares and analyzes reports that reflect fund balances, revenue, appropriations, commitments, expenditures, or other financial obligations to maintain budgetary controls and monitor cash flow assigned appropriations. Prepare fund balances for assigned restricted and special funds. Monitor activity, available balances and recommend interfund transfers to maintain cash flow in various appropriations. Conducts monthly meetings with program managers and Bureau Directors to review spending plans and projections. Prepares and evaluates fiscal and statistical data, charts, graphs, and reports for use in budgetary evaluations and budget hearings and budget submission. Act as the back up to the Agency Fixed Asset Coordinator to prepare and analyze fixed asset reports for land acquisitions, assets under construction, vehicles, equipment, etc.; Review and evaluate unposted fixed assets; and prepare quarterly reporting of asset requirements, agency acquisitions, intra-company transfers; and directory of unposted fixed assets. Prepare fiscal information for requests from outside department for supervisor review. Evaluate and review cost centers and other relevant coding for program areas. Advise program areas of inappropriate expenditures, miscoded documents or deficits in funds. Perform other related duties |
