Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The employee in this position works in the planning, development, and coordination of statewide efforts to achieve data management and compliance objectives in the Bureau of Safe Drinking Water. Responsibilities include development of procedures for program data input, processing, and output, and participation in the overall operation and maintenance of drinking water data systems, including coordination with federal databases. Work includes preparation of reports and recommendations, and organization, clarification, summarization, and presentation of quantified data with respect to program planning, drinking water quality, and compliance and surveillance activities for internal and external applications. Work requires interpreting assignments, laws, regulations, policies and procedures, and issuing program guidance to employees, relating, in particular, to the gathering, interpretation, and management of data. This is advanced technical professional work in information systems management as it relates to the field of environmental and public health protection requiring the ability to use complex statistical software such as Statistical Analysis System (SAS), Visual Basic (VB), and/or other programming languages. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Works in the planning, development, and maintenance of a data management system for Safe Drinking Water Program activities, including water system inventory, laboratory data, and compliance information. 2. Coordinates the collection of drinking water analysis data from ~ 8,000 public water systems. 3. Interprets regulations to develop, implement, and maintain compliance algorithms for determining compliance with the regulations. Assures schedules for compliance runs and federal reporting are kept and deadlines are met. 4. Conducts data system research and error resolution for Quality Assurance and Quality Control (QA/QC). 5. Develops, writes, and maintains guidance for use by field staff, employees, certified laboratories and public water suppliers, and responds to inquiries about data requirements and reporting procedures. 6. Develops and conducts training for employees and the regulated community regarding data and regulatory requirements, the use of drinking water data systems, and electronic data submission and compliance. 7. Uses SAS software to write statistical analysis programs and procedures, such as analytical programs to assess compliance with drinking water regulations and the retrieval of data. 8. Responds to requests from the water industry, the public, and field staff for public water system information, using state and federal data bases and standardized and customized data retrieval techniques as required. 9. Is the Section backup for Federal Reporting requirements via the Federal Reporting (FedRep) data system. Works with the Section Lead to maintain needed programs, by working with Conservation and Environment Delivery Center (CEDC) staff and the federal Environmental Protection Agency (EPA) to maintain data bases and submit all required data to EPA by the federally mandated due dates. 10. Performs statistical analysis of data to evaluate and interpret data and develop information reports, charts and graphics to assist with the achievement of program objectives. 11. Participates in the development and maintenance of electronic reporting capabilities for drinking water analysis data from water suppliers and laboratories, and for field-related activities such as inspections, investigations and enforcement. 12. Works with other state and federal agencies to provide coordinated program response, such as the Pennsylvania Department of Health (DoH) and the federal Centers for Disease Control (CDC) to provide them with safe drinking water data as requested. 13. Develops and maintains on-line data entry and queries of the Pennsylvania Drinking Water Information System (PADWIS) water system inventories, violations, and enforcement actions. Provides user support to program staff in the use of on-line entry and retrieval of data and in the performance of other data management procedures. Interacts with field staff to identify and solve inventory, violation, and enforcement action data problems. 14. Maintains the Drinking Water Electronic Laboratory Reporting (DWELR) system and sample file error check programs. 15. Provides technical support to internal and external PADWIS and DWELR users. 16. Prepares reports and correspondence for federal officials, state and local agency staff, water suppliers, and the public on program activities and requirements. 17. Works with Division staff in the Operations and Technical Support Sections and acts as a statewide liaison with Field Operations staff regarding guidance on surveillance, compliance, and enforcement matters. May participate in on-site surveillance audits and data verification activities. 18. Plans, organizes, and conducts special studies and projects involving drinking water program data, including participation in the development of innovative ways to assist water suppliers. Interprets and summarizes the data and produces charts, tables, reports, and other graphics to evaluate program activities and redirect priorities as appropriate. 19. Promote the Department's mission. 20. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. 21.
