Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position is responsible for thoroughly understanding and ensuring compliance with the strategic goals and funding requirements of the U.S. Department of Energy (DOE) State Energy Program. The SEP grant is annually awarded to the DEP Energy Programs Office, acting as the State Energy Office for the Commonwealth of Pennsylvania, and utilized to support its energy efficiency, greenhouse gas reduction, energy assurance, and renewable energy goals. This position will work with fellow EPO staff to oversee and manage individual SEP-funded projects. Specific technologies deployed with SEP funds can include: renewable energy, energy efficiency/management, distributed energy resources, and virtual power plants.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Oversee the management and assist in the development of individual projects/programs funded by the SEP and SEP-BIL (Bipartisan Infrastructure Law) grants.

Work to ensure compliance with Federal grant program goals, including ensuring that Pennsylvania’s SEP-related programs are managed and executed properly.

Develop performance metrics and protocols for projects to document cost and energy savings, as well as greenhouse gas reductions.

Develop an annual SEP grant application aligning with EPO and DOE priorities.

Monitor SEP budget and program performance, as well as determine need for budget amendments, scope changes, etc. to remain compliant with DOE guidelines.

Prepare monthly, quarterly, annual, and project specific reports documenting progress, completed milestones, and performance metrics for projects and programs.

Prepare the State Energy Plan quarterly and financial reports, then submit those reports to DOE.

Report on projects’ performance in decreasing emissions and providing other environmental benefits.

Identify technology needs relating to carbon emission reduction, energy efficiency, virtual power plants, distributed energy resources, and renewable energy. Identify providers and developers of related technologies and facilitate dialogue between the groups to result in project opportunities.

Assist with other DEP initiatives, such as programs developed by the Pennsylvania Energy Development Authority (PEDA).

Learn building energy codes and how they relate to existing and future EPO programs, so as to serve as a lead or co-lead on future building code programs.

Provide support and technical assistance on building energy efficiency and performance technologies/programs.

Act as a supporter of EPO efforts related to the Act 129 program. Duties could include program/policy analysis, assessment of synergy with EPO programs, etc.

Promote the Department’s mission.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

This position works primarily under the supervision of an Environmental Group Manager. Specific activities required will be assigned in coordination with the EGM. Completed assignments, written reports, etc. are reviewed by the supervisor. The employee works with a high degree of independence.
