Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Position is responsible for a variety of tasks associated with driver licensing such as administering Special Point Exams; as well as, conducting Departmental Hearings Driver Improvement School (in person and virtual) and Probationary License reviews. Position counsels drivers related to improving driver behavior which directly contributes to the Department’s objective to improve the safety of motorists and reduce traffic fatalities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Forms submitted to Central Office for processing are sent in a timely manner, with no more than (3) rejections for errors per rating period. Safety examiners are expected to pay close attention to accuracy on data entry so not to delay customer processing time. Submit all driver licensing forms processed by your team containing WID numbers on a daily basis, with no more than two exceptions per rating period. Safety Examiners will effectively serve customers in a quick and responsive manner, always displaying a courteous, friendly and professional attitude, as outlined in Driver and Vehicle Services Customer Service Policy Safety Examiners are to respond to Supervisor’s directions in a positive fashion, and provide constructive feedback in a professional manner, with no more than one incident per rating of unprofessional feedback. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Safety 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. DSE: Description of Duties: Position is responsible for a variety of tasks associated with driver licensing such as administering Special Point Exams; as well as, conducting Departmental Hearings and Probationary License reviews. Position counsels drivers related to improving driver behavior which directly contributes to the Department's objective to improve the safety of motorists and reduce traffic fatalities. Instructs Driver Improvement School courses both in person, and virtually. Instruction includes reviewing driver safety educational materials, administering final examination to determine if the participant has met the requirements of the course and informs participant of results in writing. • Ability to read and understand the Vehicle Code, Title 75, as it relates to driver licensing code violations and penalties imposed by law. • Knowledge and understanding of PA Point System to determine corrective action based on driving violations and point totals. • Knowledge and understanding of policies and procedures set forth by the Bureau of Driver Licensing. • Must read and understand driver records and communicate effectively with drivers about violations and sanctions. • Conduct Departmental Hearings with drivers and determine appropriate action depending on a driver's violation(s), point total and driving record. • Reviews rulings, documents, case appeals, investigative reports and files to prepare for hearings. Summarize the findings of facts and conclusions to write hearing decisions. When appropriate, prepare and transmit recommendations to supervisor. • Conduct reviews with operators who petition the Department for a Probationary License and writes a review decision and informs driver of additional requirements needed prior to the issuance of a Probationary License. • Administer the written Special Point Examination, to evaluate a driver's understanding of safe driving, ensuring the Department's examination procedures and protocol are followed. Examination is administered in group settings and scheduled in Driver License Centers throughout the state; however at times are administered verbally, one-on-one, when needed. • Score exam, provide results to the driver, make recommendations on ways drivers can improve their driving habits and answer specific exam-related questions. • Perform data-entry of hearing and exam results; posted to driver records. • Issue driver license products as required. • Travel, as needed, to support program staff. • Attend formal training when required. Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Complies with all aspects of the Fee Waiver Guidelines. Responsible for the researching, processing and customer communication of all notepads that are applicable to the responsibilities related to your processing unit within established guidelines and timeframes (Notepad/72 hrs. and Priority notepad/24 hrs.). Perform other related duties as required. |
