Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This is a professional and administrative nursing position in the directing of nursing care and treatment of the mentally ill patient under the supervision of the Chief Nurse Executive. The Associate Nurse Executive is responsible for planning, administering, and managing the consistent psychiatric and/or medical nursing care and treatment provided to patients in the facility twenty-four (24) hours per day. The ANE coordinates nursing programs with other facility disciplines in the development and implementation of comprehensive care and treatment programs through subordinate Nurse Managers 1 and Registered Nurse Supervisors, utilizing leadership and managerial skills to provide effective direction, support and supervision to these positions allowing patients appropriate choices, empowering them throughout recovery; relieves the Chief Nurse Executive in her absence; takes Nursing Administrative call for the Hospital as assigned, demonstrating ability to make independent decisions regarding management functions. This Associate Nurse Executive will prescribe, delegate, coordinate and evaluate nursing care in order to determine the delivery of services to reflect a consistent approach that is in compliance with the ANA Standards of Psychiatric and Mental Health Practice, Norristown State Hospital Policies and Procedures, and Department of Health, Medicare, and Department of Human Service standards. The ANE provides clinical leadership by initiating, assigning and supervising nursing care based on the patient’s status, complexity of care, degree of interventions required, the competency of the individuals, the degree of supervision that the employee requires, and the degree of supervision available. Prepares or assists the Chief Nurse Executive with the planning and preparation of the nursing service’s budgets and proposals and requests for equipment, supplies and staff; directs the planning, development and implementation of in-service nursing education and training programs for professional and non-professional direct care staff; monitors the employees who fail to demonstrate competence in the performance of the assigned job assignments and responsibilities in order to identify, arrange, and/or provide corrective action that may include: the extension of the probationary period, counseling, review of the procedure, standards of services, demonstration/return demonstration, and referral for additional training. Maintains detailed documentation of training and the work performance of the individuals assigned to their supervision to be used in the competency evaluation on an ongoing basis; collaborates with Psychiatry, Medicine, SRS, Pharmacy and Administrative Services to provide services needed by the patients in a continuous manner and arranges for the referral of the services needed that are not met by the hospital; supervises and coordinates the activities of the Nurse Manager 1, Registered Nurse Supervisors, Forensic Registered Nurse Supervisors and other nursing staff by assessing decisions, accomplishments, and other data to determine participation in hospital and Nursing Performance Improvement and compliance with rules and regulations; functions administratively in accordance with the regulations and contractual agreements in supervision and evaluation of the work performance, and recommends disciplinary actions according to the severity of the incident; confers with Human Resources and Labor Relations for resolution and for conducting Pre-Disciplinary Conferences. Relieves the Chief Nurse Executive in his absence. Monitors annual Employee Performance Reviews for all Nursing Department employees in compliance with competency performance. Ensures work-related injuries/coding are monitored accurately, completed, and tracked. Ensures all approved Family Medical Leave Allowance is coded accurately and monitored to ensure compliance with the established DHS regulations. Supervises and directs inventory procurement, and medical equipment training. Supervises and directs Clinic staff. Monitors and confers with Pharmacy to ensure subordinate staff are in compliance with National Patient Safety Goals and recommends action to correct noted deficiencies. ESSENTIAL FUNCTIONS Plans, directs, administers, coordinates and evaluates hospital wide nursing care and services. Monitors licenses for licensed staff to ensure renewal compliances. Develops, establishes, administers and maintains policies, standards and procedures. Provides direction for nursing care and treatment provided to all patients. Reviews staffing for nursing services, evaluates effectiveness of staff utilization. Applies professional nursing theories and practices to the nursing care and treatment of all patients. Coordinates nursing services with services provided by other disciplines within the facility. Directs the instruction of professional and non-professional employees. |
