Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the general direction of the Section Chief, this position is responsible for implementation of the Regional abandoned storage tank removal program, oversight of state lead and special project cases, and implements the regional aboveground storage tank program.

Description of Duties:

The employee functions as the project officer responsible for the implementation and oversight of State lead remediation projects, which includes contracting, budgeting, and contractor oversight. This position will act as the project officer for all abandoned storage tank removal projects conducted by the Region. The employee coordinates all the Regional storage tank site-specific installation permit review activities. In addition, this position is responsible for all aspects related to the implementation of the Regional aboveground storage tank program, acts as the Regional expert for all corrosion protection issues related to aboveground and underground storage tanks, and coordinates the oversight activities for installation and monitoring of all private water treatment units installed through the Regional storage tank program.


SPECIFIC DUTIES

State Lead Abandoned Storage Tank Removal Program

Serves as the project officer for all abandoned storage tank removal projects conducted by the Region. Conducts preliminary assessments and site inspections to determine if the case is eligible for the program. Coordinates deed searches, and the subsequent development of access agreements. Drafts the scope-of-work document for each project, and with the assistance of the Regional administrative section, bids the project. Schedules and conducts the pre-bid meeting, reviews the bids, and determines which bid is awarded the project. Responsible for all contractor oversight activities during the project, and receives all follow-up submittals to determine compliance with the requirements of the bid. Serves as the liaison with bureau staff, consultants, local officials, and the public. Participates in all meetings concerning these projects, and coordinates and assists the Regional legal counsel with cost recovery efforts.

Acts as the lead inspector for conducting NPDES treatment plant inspections at remediation sites with an NPDES permit issued pursuant to a release from a regulated storage tank.


Regional State Lead and Special Allocation Remediation Projects

Serves as the project officer for all Regional state lead and special allocation remediation projects. Conducts preliminary assessments and site inspections to determine if the case meets the criteria to be considered for inclusion in the program. Coordinates deed searches, and the subsequent development of access agreements for the eligible sites.

Develops the scope-of-work (SOW) document for each eligible project, completes the requisition for contractual services form, obtains all necessary signatures, and submits the package to Central Office.

Reviews SOW documents and reports created by the assigned contractor, with the exception of those that involve geologic interpretations. Provides oversight of contractors and subcontractors as work occurs on, and adjacent, to the project location.

Develops the yearly budget for each State lead and special allocation project. Coordinates the submission of the yearly budget to the Central Office remediation section.

On a monthly basis, reviews the Region’s yearly budget for State lead and special allocation projects. Responsible for ensuring that the amounts encumbered and expended for each project do not exceed the project’s total yearly budget. Provides updates on the budget amounts to the Section Chief.

Receives and reviews the contractor invoices for State lead and special allocation projects. Evaluates the charges specified in each invoice, and then advises Central Office when payment should be released for specific invoices.

On a monthly basis, compares yearly budget totals against invoices and proposals to
determine if the Regional numbers are accurate.

Prepares a report at the end of each project that details the total cost of the project, individual charges for contractor time, and the cost of DEP personnel time spent on the project.

Serves as the liaison with bureau staff, consultants, local officials, and the public who are involved with the project. Participates in all meetings concerning these projects, and coordinates and assists the Regional legal counsel with cost recovery efforts.


Site Specific Installation Permit Application Review


Coordinates the Regional review of site-specific storage tank installation permit applications. Reviews the assigned portions of the permit application for deficiencies, coordinates review activities among the technical staff, and submits all the Regional comments to Central Office.


Implementation of the Regional Aboveground Storage Tank Program


Investigates all complaints related to regulated, aboveground storage tanks.

Reviews and performs follow-up activities on the aboveground storage tank inspection reports submitted by the DEP certified tank handlers.

Responsible for all certified tank handler oversight activities for regulated aboveground storage tanks.


Oversight and Investigation of Cathodic Protection System Operations

Responsible for evaluating the performance of corrosion protection systems on aboveground and underground storage tank systems.

Maintains oversight of the individuals and companies involved in installing, monitoring, and testing these systems.

Acts as the liaison between the DEP, design companies, testing companies, and the public for situations that involve corrosion protection systems.


Oversight of the Installation and Maintenance of Private Well Treatment Units

Responsible for the oversight of Regional projects to install treatment on private wells that have been impacted by petroleum compounds.

On an as needed basis, coordinates the purchase of bottled water prior to the installation of permanent treatment.

Completes the request for purchasing action form, obtains the necessary signatures, and assists the administration section with soliciting price quotes.

Coordinates the installation and maintenance of the treatment units.

Either conducts, or coordinates, routine sampling of the well water to ensure optimal operation of the treatment units.


Other Duties

Operates and supports the Department's Data Management Systems.

Required to do one or more of the following in areas where the employee is working within the Storage Tank Program:

Conducts on site spill investigations in areas that do not exceed published exposure limits.
Investigates incidents and/or oversees cleanup operations in areas that do not exceed published exposure limits.
Samples for harmful or hazardous materials or petroleum products in areas that do not exceed published exposure limits.
Handles hazardous or harmful materials in areas that do not exceed published exposure limits.

Prepares letters, correspondence, reports, and other written material as required.

Operates a motor vehicle to travel to and from various work sites.

Promotes the Department’s mission.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

If opting to participate in the telework program, follows the requirements of
the telework agreement.

Performs related work as required.
