Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position functions as the lead project officer responsible for the implementation and oversight of state funded tank removals and remediation projects. This position is responsible for a variety of coordination and tracking of storage tank operations and remediation projects between the compliance, operations and remediation sections. In addition, this position will act as the Department’s liaison with the various groups involved in the implementation of the Storage Tank and Spill Prevention Act and Chapter 245 regulations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. State Lead Abandoned Storage Tank Removal and Remediation The employee serves as the project officer for all abandoned storage tank removal and remediation projects conducted by the Region. Conduct preliminary assessments and site inspections to determine eligibly for the program, deed searches, negotiating with property owners to obtain access and the subsequent development of access agreements. This employee oversees contractors retained by the Department to implement corrective action at sites and conducts site visits to ensure the proper implementation of remedial actions. Develops the scope-of-work (SOW) document for each eligible project and completes the requisition for contractual services form. Reviews SOW documents and reports created by the assigned contractor. Provides oversight of contractors and subcontractors as work occurs on, and adjacent, to the project location. Coordinates and assists the Regional legal counsel with cost recovery efforts. The employee will rank and prioritize sites to determine their eligibility for funding under state or federal programs and develop the annual budget for each State lead and special allocation project. Coordinates Regional Activities Related to Implementation of the Federal Brownfields Program. Acts as the liaison with federal officials, local officials, the host municipality, and the public for all UST Brownfields projects that occur in the Region. Provides technical assistance to the federal and local officials during these projects. Assists the federal and local officials with securing access agreements for the projects. Attends municipal and public meetings to explain the Department’s responsibilities and oversight activities for these projects. Present evidence in legal proceedings; collect environmental and chemical samples and interpret laboratory analyses to determine the degree and extent of contamination and degradation. Reviews and evaluates Closure Reports. Send acknowledgement letter for clean\no impact closures. Inspects ground water remediation systems with a NPDES permit issued pursuant to a release from a regulated storage tank. Review status with ECB project officer. Coordinate any necessary enforcement actions with the Clean Water Program. Initiates compliance actions when necessary, including criminal investigations. Responds to public information requests regarding storage tank information. Coordinate with Central Office information requests, provides Storage Tank information to certified installers, removers, inspectors and owner/operators and the public. Serves as liaison with federal staff, bureau staff, consultants, local officials, and the public; and participate in the development of guidance documents, policies and procedures, and program evaluations. Provides technical assistance and guidance to wide variety of persons and organizations, including local officials, industry representatives, the media, environmental and special interest groups, federal officials, and the public, to explain the Storage Tanks Program’s functions, actions, rules and regulations, and policies. Prepares letters, correspondence, reports, and other written material as required. Conducts spill investigations in areas that do not exceed published exposure limits. Investigates incidents and/or oversees cleanup operations in areas that do not exceed published exposure limits. Receives, processes and tracks notifications of reportable release. Generate response letters and/or notices of violation. Receives, log and track various CAP report submissions. Log and track Department final actions of CAP submissions. Coordinates information between the compliance, operations, and remediation sections on specific projects. Reviews pre-application submittals for proposed storage tank facilities. Attend pre-application conferences. Provide verbal comments/guidance to applicants and/or consultants. Conducts eFACTS, OnBase or other information searches and data review in response to formal RTKL requests and informal public inquiries. Reviews/researches CDBG projects for known storage tanks/releases/cleanups in designated areas. Provide comments to Program Manager and Section Chief. Coordinates and track assigned initiatives and projects, such as annual delinquent registrations fee cleanup, delinquent USTIF fees collection, and abandoned tank initiative. Completes eFACTS and OnBase entries, searches and data verification. Creates and runs PowerBI reports as needed to support the compliance, operations and remediation sections. Testifies as a fact and expert witness before the Environmental Hearing Board, Commonwealth Court, and District Magistrates. Ensures that equipment and instruments are properly operated and maintained.
