Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Performs geologic work in the analysis and evaluation of work plans, SSIP permits, Storage Tank Corrective Action and Land Recycling milestone reports, scopes of work and other submissions involving Storage Tank and Land Recycling Program assessment and remediation projects. Also, involved in the analysis of oil & gas site spills and remediation cases, discharges to surface water and groundwater, and impacts to private drinking water supplies. If this position is filled as a Geoscience Trainee, the incumbent will participate in a one-year formal and on-the-job training program to learn the duties of a Geoscientist. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Perform the duties listed below under the responsible charge of a Professional Geologist who takes legal responsibility for the work products. Meets with agency technical staff, public officials, private landowners, consultants, facility operators, and industry representatives to discuss assessment and remediation issues and solutions, and to seek consensus and cooperation in the data collection proves, and to explain departmental rules and regulations, or to render technical advice and assistance. Draft deficiency letters citing regulatory citations. Prepare findings of geological fact and recommends course of action as the result of hearings conducted under the Storage Tank and Spill Prevention Program. Compiles geologic and hydrogeologic program information and activity data, and prepares technical reports to request or justify the expenditure of State Lead or other funds, or to support new program initiatives. Initiates corrective compliance actions as necessary; coordinate these efforts through the Compliance Specialist for the Storage Tanks Program. Visits sites with environmental officials to conduct sampling, in order to determine waste source areas, and measure the extent of migration of groundwater contaminant plumes. Reviews the geology and hydrogeology of the site, as described in professional reports, to substantiate the migration of groundwater contaminants from the source to other areas. Analyzes and solves hydrogeologic problems, using analytical and numerical computer modeling techniques. Conducts field inspections to determine compliance status of facilities, and recommends appropriate action and enforcement, as needed. Designs or reviews the design of groundwater monitoring systems and establishes data reporting parameters and protocols, as well as data interpretation. Identifies and evaluates environmental human exposure pathways resulting from the transport of contaminants associated with contaminated sites throughout the Commonwealth. Participates in the review and selection of consultants and contractors for remediation investigations, cleanup plans, site assessments, and design and construction. Also, prepares Scopes of Work, work orders and reviews other work products from contracted consulting services. Collects, complies and analyzes written and oral reports, maps, geographic information system data, photographs, and other remote sensing images. Identifies issues encountered, and recommends solutions to section chief. Reviews and recommends modifications to the Storage Tank Program's Standard Operating Procedures (SOPs), policies, guidance, and regulations, to achieve Departmental goals and statutory requirements. Enters submittal and report review information and milestones into the eFACTS computerized database, as well as other tracking mechanisms for the program. Provides testimony at hearings and legal proceedings. Operate a motor vehicle to various inspection, assessment and remediation sites. Maintains, in safe and proper working condition, all equipment which is assigned to assist in project work. Submit, as necessary, administrative reports and forms such as SAP time sheets, absence requests, field work logs, site narratives, etc. Attends required staff meetings, trainings and other mandatory events, as well as after-hour trainings and meetings. Some out-of-town travel may be required for these. Maintains prescribed working hours. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Performs related work as required and follows Standard Operating Procedures for the Environmental Cleanup Program. The immediate supervisor assigns specific assignments with time schedules, and it is the Geologic Specialist's responsibility that they are completed.
