Position Purpose:

The employee in this position reviews extensive documentation to evaluate and monitor the 52 Area Agencies on Aging's (AAA's) compliance with program standards and policies, established in the Department of Aging Policy and Procedures Manual and regulations, and the overall quality of programs provided by the AAA and funded by the Pennsylvania Department of Aging (PDA).



Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintain a thorough and comprehensive knowledge and understanding of Aging Program regulations, and the Pennsylvania Department of Aging (PDA) policies and procedures.

Maintain a strong knowledge of the application/system utilized by PDA and the AAAs (currently WellSky’s Aging & Disability application) used to review consumer records and identify areas of non-compliance with regulation, statute, and departmental directives.

Independently review records and applies subject matter expert knowledge of Aging Programs to consistently evaluate a AAA’s performance quality and regulatory compliance as part of the Comprehensive Aging Program Evaluation (CAPE) review.

Work with the development of monitoring tools and procedures for designated program monitoring.

Work with colleagues to obtain group consensus on all CAPE review decisions relative to an AAA's compliance with statutory requirements and department policy or procedure.

Routinely serve as the team lead in geographically assigned areas for managing all aspects of the CAPE review process, including working within a review team, documenting all outcomes, scheduling meetings, communicating outcomes to the Bureau of Aging Services (BAS) staff, maintaining historical data/documents, and ensuring all CAPE procedures/processes are completed accurately and successfully.

Utilize reporting software to run case-sampling reports, select case records, populate monitoring tools, and facilitate conference calls as part of the CAPE review process.

Review AAA Performance Improvement Plans (PIPs) submitted by the AAAs as a result of the CAPE review findings and work directly with the AAAs to provide recommendations and assistance with the development of the preliminary PIPs for approval by the division supervisor.

Prepare written reports of monitoring findings to relay the CAPE review results to BAS and AAA staff.

Participate in all assigned on-site and/or virtual visits with AAA Directors/ Administrators to communicate CAPE review results.

As needed and determined by the Bureau Director, will review reports of need received and documented by the PDA-contracted vendor responsible for responding to the State’s Elder Abuse Reporting Hotline to ensure compliance with regulations and PDA policy and procedures.

Promptly forward to the Bureau of Aging Services any requests for technical assistance, public complaints, notifications of a media case, or any other received communications that are outside the purview of the Aging Services Specialist’s responsibilities.

Communicate clearly and professionally both orally and in writing in all levels of groups and individual communications.

Represent the Division, Bureau, or Department on committees, workgroups and taskforces as assigned by the supervisor or senior staff.

Fulfill public speaking assignments relative to PDA program monitoring activities as assigned by the Bureau Director.

Complete special projects and other duties as assigned by supervisor and senior staff.

Decision Making:

Employee works independently, with minimal supervision, consulting supervisory and senior staff as necessary.

Acts as a Team Lead for individual AAA reviews, sets timelines for the completion of record reviews and schedules conference calls with the team and other appropriate staff to review results with the supervisor.

Team Lead communicates independently with assigned AAA Directors with respect to all established monitoring procedures including the scheduling of visits/calls, audit findings, and the review and approval of Performance Improvement Plans (PIPs) with the approval of the supervisor.

Experience:

Proficient experience using the Microsoft Operating System and Office Products, including File Explorer, SharePoint/OneDrive, Outlook, Word, Excel, and Teams.
