Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional technical position that independently performs more complex engineering work for the Southcentral Region within the Technical Services Section of the Waste Management program. The DEP Southcentral Regional Office is in Harrisburg and the assigned Geographic area includes all counties within the Southcentral Region. The Technical Services Section is responsible for the technical oversight of municipal, residual and hazardous waste disposal, processing, transfer and storage facilities. Work is of a professional nature and is performed with minimal supervision that includes working with other technical staff, and a knowledge of modern principles of engineering as applied to environmental pollution control and public health in relation to all aspects of solid waste management. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Promotes the Department's mission. 2. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP's electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of specific tools to ensure duplicative entries and data quality issues are minimized. 3. Conduct completeness reviews, environmental assessments, and technical review of Waste Management permit applications (including Municipal, Residual or Hazardous waste) for landfills, transfer stations, resource recovery facilities, processing facilities, hazardous waste treatment/storage facilities, composting facilities, general permit applications, and all others, to evaluate the overall design and facility concepts to assure completeness, adequacy of design, mechanics of operation, and adherence to Departmental Rules, Regulations, Policies and Procedures. 4. Interpret and apply standards of the primary Department laws and regulations which are Act 97, Pennsylvania Solid Waste Management Act and pursuant regulations, Pennsylvania Clean Streams Law and all associated regulations, Federal Water Act and its regulations which impact on waste disposal or waste treatment, and the Federal Resource Conservation and Recovery Act, and all it pursuant regulations which deal with permitting matters. 5. Preparation of technical review memos regarding the application, and technical deficiency letters another other correspondence to the applicant, in compliance with current laws, rules and regulations promulgated under the Solid Waste Management Act. 6. Prepare permit documents to the issued to the applicant, after the permit application is deemed in compliance with the rules and regulations of the Department. 7. Calculate closure and post-closure bond amounts 8. Utilize computer applications and calculations to verify waste facility design and operations. 9. Conduct pre-application meetings on site and explain the requirements of all applicable Rules and Regulations and policies, as well as necessary application forms. 10. Identify issues encountered and recommends solutions to the Permitting Section Chief. 11. Perform inspections of facilities that are under construction to ensure compliance with the quality assurance plan and permitted design, operating facilities, and facilities that are conducting closure activities. 12. Conduct pre- and post-operational field inspections of residual, municipal and hazardous waste treatment storage and disposal (TSD), processing, beneficial use and permit by rule facilities. 13. Provide technical assistance for compliance issues relating to solid waste regulations. 14. Act as lead reviewer and project coordinator to coordinate other technical staff reviews in compilation of permit review letters and permit actions. 15. Perform miscellaneous administrative/personnel duties such as eFacts, database input, maintain time and travel records, maintain equipment and other personnel matters as required. 16.
